Operationally, it was established that the head of the foreign exchange division of the JSCB "National Credit" categorically objected to O.V. Boyko himself. and his "right hand" - the first deputy chairman of the board of the bank Salamandra V.L. of illegal currency and financial transactions, as well as those carried out under the leadership of Salamander V.L. together with the so-called. "Chechen" organized criminal community operations with false advice.

As a result of operational measures, materials were obtained that testify to the participation of the first leaders of AKB and Olbi in various financial frauds. It was established that in the initial period of 1994, CB "Interbank" experienced serious financial difficulties, in connection with which its management turned to the leadership of CB "National Credit" with a request for active financial support. Negotiations on rendering assistance were of an exclusively private nature. The management of CB "National Credit" decided to send 500,000 US dollars to the territory of Ukraine. The indicated amount was planned for use in connection with the opening of a network of currency exchange points by Interbank JSCB in Kiev (the management of the Russian JSCB subsequently changed the practice of transferring cash currency both to Ukraine and to other countries).

Due to the fact that the transfer of the specified amount from the territory of the Russian Federation to Ukraine through ordinary banking operations was seriously difficult due to a number of objective reasons, the management of the JSCB "National Credit" decided to actually illegally export cash. Given that 500,000 US dollars is a fairly large amount for cash circulation of money, and avoiding the difficulties associated with compliance with all existing rules governing banking activities, the management of JSCB "National Credit" carried out operations to cash out the currency.

This was done in several ways, in particular, under the pretext of issuing cash to employees allegedly sent on business trips abroad.

So, documents were obtained in an operative way, confirming that a certain citizen Alexei Vadimovich Safonov, an employee of Aelita LLP, who was allegedly going on a business trip to Austria, was issued: 15.02.94, 50,000 dollars; ,22.02.94 - 32.000 dollars, 24.02.94 - 12,000 dollars. Thus, for a trip on a business trip, citizen Safronov A.V. in the period from 15.08.94 to 24.02.94 USD 194,000 was disbursed under various disbursement vouchers. On March 5, 1994, employees of the Polish enterprise "Videx" were also given cash in the amount of 112,000 dollars for travel expenses. Employees of LLP "Lotos" - Voloshin I.G., Karetnikova A.S. .D. US$ 40,000 was issued in cash for travel expenses. Employees of CJSC "IMPEES KADASHI" were allocated 30,000 US dollars for the same needs.

The available operational data give grounds to believe that such transactions with currency were carried out at the direction of the management of the National Credit Bank and through a number of other commercial structures (and on a disproportionately large scale), but it was not possible to obtain documentary evidence.

The transfer of cash currency to the territory of Ukraine in CB "Interbank" was scheduled for April last year. The transfer of money was supposed to be carried out through the transport company "Moscow-Avto". The direct executor of this operation was a certain citizen Urmancheev Eldar Muratovich, for which the relevant official documents were prepared to cover this operation, including an advance payment for customs clearance.

However, the operation to export the currency outside the territory of Russia did not take place, as the customs service did not allow the valuable cargo to pass, despite attempts by interested parties to bribe a number of senior officials of the customs service.

In this regard, the leadership of the AKB had serious problems and they urgently, already retroactively, prepared documents in order to give the illegal fraud that took place an official character. Among other things, a letter was demanded from JSCB "Interbank", according to which, the latter allegedly refused the 500,000 US dollars provided to him. However, it was not possible to completely hush up the incident, since the management of the JSCB "National Credit" did not have the necessary documents confirming the officiality of the passage of money across the border. Along with this, a version was adopted that these documents, allegedly by mistake, were destroyed by negligent bank employees. And the latter, in turn, were subject to administrative penalties.

It should be noted that despite the great efforts made by O. BOYKO, the indicated incident, which occurred in the first days of April, was extinguished only in June.

In addition, there was a clear oversight. Thus, in the letter of JSCB "Ihterbank" it is indicated that the money was needed to solve organizational issues for opening exchange offices in Kyiv, while the management of JSCB "National Credit" motivates the transfer of money by the need to reinforce the correspondent account of the bank of JSCB "Interbank".

According to available operational data, the money was nonetheless taken to Ukraine. This, in particular, is evidenced by the sharp deterioration in the financial position of CB "Interbank" in the corresponding period of time. The above transaction was veiled by attracting foreign currency funds from the JSCB "Industriya" in the amount of 500,000 dollars. At the same time, as the source testifies, a similar amount allegedly handed over by citizen Urmancheev E.M. was actually directed to Ukraine. The specified confirmation and the fact that, according to the receipt order, citizen Urmancheev E.M. handed over the money to the cashier only on July 31, 1994. Moreover, the need for finding a large amount of money with him for almost two months was not explained in any way. It is also documented that at the same time, namely, on February 20, 1995, a number of citizens allegedly received large foreign currency loans from the JSCB "National Credit". citizen Malycheva Elena Konstantinovna - 170,000 dollars, citizen Urmancheev Eldar Muratovich - 200,000 dollars, citizen Sultanbekov Oleg Radzhatovich - 200,000 dollars.

Operationally, materials were obtained indicating that at least two of the above-mentioned citizens Alekseev P.B. and Malycheva E.K. did not actually receive foreign exchange loans.

As for the last two citizens, according to the source, they were confidants of Boyko O.V. and Salamander V.L.. As a result of a preliminary check, Urmanicheev E.M. and Sultanbekova O.R. received data on their involvement in criminal formations.
