Each employer must keep military records in his organization. Responsible for this can be either the manager himself or any employee. In the article, we will consider in detail how to keep military records in an organization in 2018.

Who is required to keep military records

All companies without exception are required to keep military records. At the same time, this obligation does not depend on the form of ownership of the organization and the applicable form of taxation. Such accounting is necessary to provide the Armed Forces of our country with potential resources.

Important! Military registration is the responsibility of the leader. It is he who decides who in the organization will lead him.

How to organize military registration in an organization

It is worth saying that maintaining such records is not a difficult procedure for clerks. However, if you neglect your duty, the organization faces penalties.

Consider step by step the procedure for organizing military registration in a company:

  1. Get registered. To begin with, the organization must have a military commissariat and register there. This can be done within up to 5 days from the moment the entry was made about the opening of a legal entity in the Unified State Register of Legal Entities. You need to contact the commissariat for the location of the company. If a legal entity changes its address, then it will be necessary to register with the commissariat at the new location.
  2. Develop instructions. The company needs to develop special documents for maintaining military records. Such a document is an instruction for the employee responsible for accounting, which also indicates his duties. There are no specially designed forms for such instructions; you can develop it yourself. It is important in the instruction to provide for the obligation to verify the authenticity of military documents of employees.
  3. Designate a responsible person. There are no restrictions on who can be appointed responsible for military registration. It can be conducted by both the head and any employees, including part-time workers. In order to establish such an obligation for the selected employee, you will need to conclude an additional agreement to the employment contract (See also the article ⇒). At the same time, you need to understand that the assignment of new duties to an employee should entail an additional payment. The assignment of duties to the employee is issued by order of the head. The order form can be taken approved (Appendix 4 of the Methodological Recommendations approved by the Ministry of Defense of 07/11/2017). In the order, in addition to the appointment, it is necessary to designate an employee who will be responsible for the period of absence of the main employee responsible for military records.
  4. Coordinate activities with the military registration and enlistment office. it final step in the organization of accounting at the enterprise and it consists in agreeing on an action plan. The organization must draw up such a plan on its own. To do this, you can use a special form (Appendix 17 of the Methodological Recommendations of the General Staff of the Armed Forces of the Russian Federation dated July 11, 2017). The plan indicates the timing of the activities carried out by the military registration organization. Such activities may include a quarterly background check. After the events are carried out, a corresponding mark is put in the plan, and a responsible specialist signs opposite each event.

Important! If the specialist responsible for military registration is temporarily absent, then he must transfer all the documents to the person replacing him according to the act.

The order to appoint a responsible officer must be coordinated with the following bodies: the military commissariat, the authority local government rural or urban area.

Employees not subject to military registration

Military records are not kept for all employees. Consider workers who are not subject to military registration:

  • Those who received exemption from military duty, for example, those employees who were found to be partially fit or not fit for military service, as well as those who served in another state;
  • Performing military or alternative civilian service;
  • Permanently residing outside the Russian Federation;
  • Having the rank of officers who are in the reserve of the SVR of Russia or the FSB of Russia;
  • Women who do not have a military specialty.

How many specialists keep military records

Depending on the number of employees in the organization, determine the number of employees responsible for maintaining military records:

  • The number of staff is up to 500 people - 1 employee must keep records, including this may be a part-time employee;
  • From 500 to 2000 people - 1 staff member keeps records;
  • From 2000 to 4000 people - 2 full-time employees keep records.

Military registration in the organization

Military registration is the following activities:

  • Military registration of accepted employees;
  • Registration of documents and their safety;
  • Upon dismissal of employees, their deregistration.

The instruction of a military registration specialist contains the following duties:

  • Authenticity control of military duty documents for each employee;
  • Creation of a personal card for each employee containing military registration documents;
  • Inform employees about mobilization activities for preparation, as well as responsibility for avoiding them;
  • Inform the military registration and enlistment office about violations or inaccuracies in military documents.
  • Drawing up reports on military registration for the military registration and enlistment office and local government. One of these reports may be a list of employees who are subject to military registration.

The documents that must be provided by employees for military registration for conscripts and men liable for military service are recognized as a military ID or certificate.

Important! If an employee, when applying for a job, cannot provide military registration documents, the employer is obliged to independently request them.

Periodically, the person responsible for military registration is obliged to submit reports to the military registration and enlistment office in which the organization is registered. Such reports are the following lists:

  • Hired or dismissed employees subject to military registration. Submission deadline - 2 weeks;
  • For employees who are registered with the military, or for those who are required to be registered. Submission deadline - 2 weeks;
  • For males aged 15 and 16. Presented once a year in September;
  • For males who are registered for the next year. Submitted once a year until 1 November.

Each organization is also required to keep a military record check log. This journal is registered, the sheets are numbered, laced, sealed and certified by the signature of the head.

Important! Samples of all documents and instructions for filling them out are contained in the recommendations approved by the General Staff of the RF Armed Forces dated July 11, 2017.

Military registration check

An internal audit is carried out to verify employee records. For this, a commission is created, the chairman of which is the head of the personnel department. Such a check will allow checking military registration documents and their compliance with regulations and legislation.

Deficiencies found during the inspection are recorded in the inspection report. This act can serve as the basis for the timely elimination of shortcomings so that the organization does not fall under administrative responsibility.

Responsibility of the organization for military registration

In case of ignorance or violation of military records, the organization can be held administratively liable. Organizations are penalized as follows:

  • 500 - 1000 rubles - for the fact that the organization does not notify the employee about the call to the military commissariat on the agenda;
  • 300 - 1000 rubles - for the fact that the organization does not provide information on employees who are required to be registered with the military.

The legislative framework

The principles of maintaining military records at the enterprise are regulated by several documents:

  • Federal Law No. 61-FZ of May 31, 1996 "On Defense" (Article 8 "Functions of organizations and duties of their officials in the field of defense");
  • Federal Law No. 31-FZ of February 26, 1997 “On mobilization training and mobilization in Russian Federation"(Article 9 "Obligations of organizations");
  • Regulations on military registration, approved by Decree of the Government of the Russian Federation No. 719 dated November 27, 2006 (hereinafter referred to as the Regulations).

Responsibility for military registration lies with the head of the enterprise (clause 9, part I of the Regulations). It is he who decides which of the employees will be responsible for accounting. The minimum number of authorized persons is determined by the total number of employees registered with the military: up to 500 people - a part-time employee can keep records, up to 2,000 people - one dedicated specialist, up to 4,000 - two, etc.

An order to appoint a responsible person must be submitted to the military registration and enlistment office at the location of the enterprise. In addition, for approval by the military commissar, submit your plan for organizing military registration of those liable for military service and reserve. We check documents, inspect personal cards

Military registration at the enterprise will have to be organized in several directions at once. Start by verifying the authenticity of military registration documents, registration records at the place of stay or residence, marks in the passport about attitude towards military service. This applies to several categories of workers at once. We remind you that men are liable for military service:

  • in reserve;
  • over 27 years of age who are exempt from military service, received a deferment or are not called up for other reasons;
  • graduated from military departments at universities;
  • dismissed from military service without military registration and subsequently put on it in military commissariats;
  • completed alternative civilian service.

Some women are also included. The list of "women's" specialties is gradually expanding. Since 2016, it has included not only doctors, cartographers, radio operators, but also meteorologists, photo lab technicians, electricians, telegraph operators, etc. Their military registration documents are also subject to thorough verification.

The next step is to enter information from military registration documents (military ID and temporary certificate for reserve officers) into personal cards: change of surname, marital status, etc. For an employee who has reached the age limit for being in the reserve or is recognized by the medical board as unfit for military service, indicate in card “Removed from military registration due to age” or “Removed from military registration for health reasons”.

Do not forget to notify your colleagues of all notices addressed to them from the military registration and enlistment offices within three days. The fine for non-compliance with this requirement is from 500 to 1,000 rubles (Article 21.2 of the Code of Administrative Offenses of the Russian Federation). In addition, the authorized employee must tell newly hired employees about the procedure mobilization training, on liability for non-compliance with the requirements of the law, on the requirements for military registration documents.

Submitting information to the Commissioner

The second direction of work is constant interaction with military registration and enlistment offices. Submit information to the commissariat about all violations found in the documents: inaccurate or erroneous data, the absence of records, pages or even documents, forged military tickets or storage certificates.

And most importantly, the commissariats must be reported about employees who evade military duties. Otherwise, an administrative fine in the amount of 3 to 10 times the minimum wage will be imposed.

Submit reports in a timely manner

On a monthly basis, the organization must send to the military registration and enlistment offices at the location or local governments lists of accepted and dismissed employees who are subject to military registration. Once a year - lists of men who will turn 17 in the next reporting year, as well as several other reports. Among them are forms No. 6 “Report on the number of employed and reserved citizens who are in reserve”, No. 18 “Card of the organization’s primary registration”, No. 16 “Plan for the replacement of specialists called up for military service for mobilization and in wartime”, etc.

The procedure for maintaining military records of citizens in organizations

The rules for organizing military registration are established by the Regulations on military registration, approved by Decree of the Government of the Russian Federation No. 719 dated November 27, 2006 and the Methodological recommendations for maintaining military registration in organizations (hereinafter referred to as the Methodological Recommendations), approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017.

  • men of military age (18-27 years old) not enrolled in the reserve;
  • men in reserve;
  • employees trained in military departments in educational institutions vocational education or in military vocational schools;
  • persons released from conscription;
  • men over 27 years of age who, due to a delay, did not complete their service;
  • citizens discharged from the army;
  • employees who served alternatively;
  • women who have received military registration specialties.

The process of military registration is the collection and systematization of information on the performance of military duty by the above employees, as well as its updating. The purpose of this procedure is to ensure that the citizens of the Russian Federation fulfill their duty to the Motherland, as well as to meet the state's needs for military resources in case of hostilities.

Who keeps military records and reservations in the organization?

The obligation to organize accounting in an organization lies with its head, although, if necessary, he can delegate the direct execution of this duty to other employees by his order. The procedure for delegation is established by clause 12 of the Regulations on military registration:

  • if less than 500 employees are registered, one person can perform these duties in combination;
  • if the company employs from 500 to 2000 persons liable for military service, it is necessary to single out a specialist, imputing him to maintain military records as the main workload;
  • if the number of persons liable for military service is 2000-4000 people, it is required to attract two full-time employees.

With a larger staff, the law allows for the delegation of accounting duties to a larger number of employees. In this case, it is necessary to allocate an employee for every 3,000 employees and create a military registration unit. Note: Candidates for employees applying for record keeping should be agreed in advance with the military commissariat in order to avoid problems.

Step-by-step instructions for maintaining military records in organizations

For the competent organization of the accounting process, the company's management must take several steps.

Step 1 - issuing an order on the organization of military registration. With this document, the manager must appoint a responsible person and his deputy, who will perform accounting duties during rest or forced breaks in the work of the responsible person.

Step 2 - preparation and coordination with the military commissariat of the work plan. A sample plan can be found in Annex 17 to the Guidelines. The document must contain information about the planned activities, the timing of their implementation and the name of the organization, as well as a note on agreement with the military registration and enlistment office.

Step 3 - development of a log of checks of accounting and booking of citizens. The management of the company should be guided by the sample that is presented in methodological recommendations. According to Appendix 18 to this regulatory legal act, the document must be drawn up in the form of a table with the following columns:

Step 4 - a thorough check of documents from citizens in the process of employment in the company. Those liable for military service in the reserve must submit a military ID to the personnel department, and those who have not completed the service must submit a registration certificate. It is necessary to make sure that the data and photos in these documents correspond to the information in the passport.

Step 5 - filling out personal cards of employees. They must indicate:

  • marital status information;
  • education data;
  • place of work;
  • job title;
  • the address of the employee's place of residence.

Cards, as a rule, are stored in a special file cabinet. The filing system can be organized by departments or teams, and within them alphabetically.

Step 6 - explanation to citizens of their duties for accounting and military training, control over their performance by the employee.

Order on the organization of military registration (sample document)

A sample order is contained in Appendix 4 to the Guidelines. The document must contain the following information:

  • name of company;
  • date of issue of the order;
  • Document Number;
  • order on the organization of accounting;
  • data of the person responsible for record keeping;
  • data on the deputy employee responsible for accounting in the company in case of his temporary absence or incapacity for work;
  • information about the control over the execution of the order.

The order is signed by the head of the organization and certified by the company seal. A copy of the document is sent to the military registration and enlistment office.

According to clause 39 of the Methodological Recommendations, the management of the organization is obliged to provide employees with background information on accounting, mobilization and preparation for it. The equipment of the military registration corner makes it possible to visually convey to the employees the necessary information on these issues.

In the legislation, the sample of the corner is not described. As a rule, it is issued in the form of a stand with illustrations and contains information defining:

  • accounting tasks;
  • duties of employees;
  • liability for violation of accounting rules;
  • a list of documents regulating military registration;
  • rules for passing fees, etc.

Checking military records in organizations

Accounting control in large organizations(with a staff of more than 500 employees) is held once a year. The inspection is carried out by representatives of the military registration and enlistment office or local authorities. If the number of employees in the company is less than 500 people, the verification can be expected once every 3 years.

Inspectors evaluate the reliability of the organization's documents related to record keeping: personal cards of employees, work plan for record keeping. The results of the check are recorded in a special journal.

As you can see, keeping records and keeping up-to-date information about conscription workers is an important function of organizations. With this system government bodies can effectively control the performance by working citizens of their military duty.

Organizations, regardless of their form of ownership, must keep military records of their employees. The purpose of military registration is to ensure in peacetime the full and high-quality staffing of the Armed Forces of the Russian Federation, other troops, military units and bodies, and during periods of mobilization, martial law and wartime, also ensuring the needs for human resources of state authorities, local governments and organizations (clause 6, clause 1, article 8 of the Federal Law of 31.05.1996 No. 61-FZ, p 2 Provisions We will present step-by-step instructions for military registration in the organization 2019. Step 1: appoint responsible persons

Who is responsible for military registration in organizations and who maintains it? Speaking about the organization of military registration in the company ( step by step instructions), you should start by identifying those responsible for maintaining such records. The head of the organization is responsible for the state of military registration in the organization (clause 9 of the Regulations, approved by Government Decree No. 719 of November 27, 2006). And the person appointed by the head of the organization on the basis of an order is directly involved in maintaining military records. Of course, the obligation to maintain military records should be provided for in the official duties such an employee.

The number of employees appointed responsible for maintaining military records in an organization depends on the number of employees on military records. To determine how many employees need to be allocated for military registration, it is necessary to establish the total number of citizens who are registered with the organization as of December 31 of the previous year (clause 19 of the Regulation, approved by Government Decree of November 27, 2006 No. 719). In this case, the following standards are used (clause 12 of the Regulations, approved by Government Decree of November 27, 2006 No. 719).

If the organization has 2 or more employees who keep military records, they are combined into a separate unit, called the military registration table.

At the same time, the head of the organization must not only appoint employees to maintain military records, but also provide them with specially equipped rooms and iron cabinets that would ensure the safety of documents on military records (clause 21 of the Regulation, approved by Government Decree of November 27, 2006 No. 719) .

Step 2: determine the circle of workers subject to military registration

  • conscripts;

And for which employees military records are not kept?

Military records in organizations are not kept in relation, in particular, to the following employees (clause 15 of the Regulation, approved by Government Decree No. 719 of November 27, 2006):

  • exempted from military duty in accordance with the Federal Law of March 28, 1998 No. 53-FZ “On military duty and military service”;
  • female workers who do not have a military registration specialty;
  • permanently residing outside the Russian Federation;
  • employees with military ranks of officers and who are in the reserve of the SVR or the FSB.

Step 3: we receive documents for maintaining military records from conscripts and those liable for military service

Military registration in organizations and filling out personal cards is carried out on the basis of the following documents (clause 25 of the Methodological Recommendations, approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017).

Step 4: we develop and maintain military registration documents

What documents should the organization keep for military registration?

As part of maintaining military records, the organization develops (maintains) the following documents (clause 39 of the Methodological Recommendations, approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017):

  • an order on the organization of military registration of citizens, including the reservation of citizens who are in reserve;
  • file cabinet of personal cards form No. T-2. In section 2 "Information on military registration" of the employee's personal card in the form No. T-2 (approved by the Decree of the State Statistics Committee of 01/05/2004 No. 1), military registration of conscripts and those liable for military service is maintained;
  • a log of checks on the implementation of military registration and booking of citizens staying in the reserve of the Armed Forces of the Russian Federation;
  • receipts for the receipt of military registration documents from citizens;
  • official office work (separate matter) on the issues of maintaining military records of citizens and booking citizens who are in reserve in the organization;
  • other documents in accordance with the requirements established by the federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local governments and heads of organizations;
  • reference information on military registration, mobilization training and mobilization.

The samples of documents necessary for maintaining military records in an organization can be found, in particular, in the Methodological Recommendations for Maintaining Military Records in Organizations (approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017). Among the samples of military registration documents in the organization in the specified Methodological recommendations, for example, are given:

  • order on the organization of military registration of citizens, incl. reservations of citizens who are in reserve;
  • employee's personal card (form No. T-2);
  • a receipt on the receipt of documents of military registration of citizens;
  • a work plan for maintaining military records and booking citizens in the reserve;
  • a journal of checks on the implementation of military registration and booking of citizens who are in the reserve of the Armed Forces of the Russian Federation.

Step 5: we perform and control the fulfillment of military registration duties

The duties of managers, as well as other employees responsible for military registration work, are provided for by the Federal Law of March 28, 1998 No. 53-FZ, as well as the Regulation, approved. Decree of the Government of November 27, 2006 No. 719.

- explain to citizens the procedure for fulfilling their duties for military registration, mobilization training and mobilization established by the legislation of the Russian Federation, control their fulfillment, and also inform citizens about responsibility for failure to fulfill these duties;
- inform military commissariats about unspecified corrections, inaccuracies and fakes found in military registration documents, an incomplete number of sheets, as well as cases of non-fulfillment of duties by citizens in the field of military registration, mobilization training and mobilization
Responsibilities for the collection, storage and processing of information contained in the personal cards of citizens subject to military registration (clause 31 of the Regulation, approved by Government Decree of November 27, 2006 No. 719) - to determine the citizens who are subject to military registration at the place of work and (or) at the place of residence, and take the necessary measures to put them on military registration;
- maintain and store personal cards of citizens put on military records in the manner determined by the Ministry of Defense of the Russian Federation
Obligations to keep up to date the information contained in personal cards, as well as in military registration documents of military commissariats (clause 32 of the Regulation, approved by Government Decree of November 27, 2006 No. 719) - send within 2 weeks to the relevant military commissariats and (or) local self-government bodies information about citizens subject to military registration and their acceptance or dismissal from work. If necessary, and for conscripts in without fail, for the purpose of military registration at the place of residence or place of stay or clarification of the necessary information contained in military registration documents, notify citizens of the need for a personal appearance at the relevant military commissariats or local governments;
- send, within 2 weeks, at the request of the relevant military commissariats and (or) local governments, the necessary information about citizens who are registered with the military, as well as about citizens who are not, but are required to be registered with the military;
- submit annually, in September, to the relevant military commissariats lists of male citizens aged 15 and 16, and before November 1 - lists of male citizens subject to initial military registration next year;
- check at least once a year the information on military registration contained in personal cards with the information contained in the documents of military registration of citizens;
- verify at least once a year in the manner determined by the Ministry of Defense of the Russian Federation, information on military registration contained in personal cards with information contained in military registration documents of the relevant military commissariats and (or) local governments;
- enter into personal cards information about changes in marital status, education, structural unit organization, position, place of residence or place of stay, state of health of citizens registered in the military, and within 2 weeks to report these changes to the military commissariats;
- notify citizens of calls (summons) of the relevant military commissariats or local governments and provide them with the opportunity to timely appear at the places indicated by the military commissariats, including during periods of mobilization, martial law and wartime

Responsibility for violations in the conduct of military records

The current legislation provides for administrative liability in the form of a fine for violating certain instructions for maintaining military records in organizations. It is imposed on the head or other official responsible for military registration work.

When and where to submit personnel reports in 2017

The employer has the right to independently make personnel decisions. He does not have to explain them to anyone, but he is obliged to report on the work with the staff. One of the responsibilities of companies is to submit reports to government agencies. Separate report forms contain information about vacancies, employees, wages, etc.

Because this information is stored in personnel service, then personnel officers are responsible for such reports.

In 2017, you must transfer information about employees:

to the statistical authorities;

in the centers of employment of the population;
