Project reuse - this is the documentation for the capital construction object, according to which a positive conclusion of the state examination was received, the object was built and put into operation.

Benefits of building reusable facilities:

  • design and expertise costs are kept to a minimum;
  • design time is reduced. Only the general plan, foundations and external networks are being carried out again.

The reuse project may be modified, but these changes should not affect the design and other characteristics of the reliability and safety of the capital construction object. Examination of such a project is carried out according to a simplified scheme and its cost is much cheaper.

I. General provisions of the Program

The program for the creation of cultural development centers in small towns and rural areas of the Russian Federation (hereinafter, respectively - the Program, the center) is aimed at equalizing the disproportions in the quality of the provision and diversity of services provided by cultural institutions and improving the quality of life of the population.

The program is aimed at implementing measures for the construction of new buildings, modernization and re-profiling and (or) reconstruction of existing cultural institutions in small towns and rural areas.

The responsible executor of the Program is the Ministry of Culture of the Russian Federation.

The participants of the Program are the Ministry of Culture of the Russian Federation and the executive authorities of the subjects of the Russian Federation.

The objectives of the Program are:

equalization of disproportions in the quality and variety of services provided by cultural institutions for the population in small towns and rural areas;

ensuring maximum involvement of the population in cultural and creative activities;

creation of new opportunities for creative self-realization, spiritual enrichment and cultural development of the population;

creation of conditions for interethnic cultural exchange;

improving the quality of life of the population;

development of infrastructure and creation of new jobs;

preventing the outflow of the population from small towns and rural areas.

The objectives of the Program are:

construction of new centers in small towns and rural areas;

modernization, conversion and (or) reconstruction of existing buildings in order to adapt them for use as centers of cultural development in small towns and rural areas;

support for cultural institutions existing in small towns and rural areas by improving their material and technical base;

creation of a unified touring network;

training and retraining of personnel for work in the centers.

The Program is being implemented in 2013-2020 in 3 stages:

Stage I (2013-2014) - organizational (development of terms of reference, project documentation for the construction of centers, obtaining positive conclusions from the state expertise on the developed projects, entering projects into the register of standard design documentation;

Stage II (2014-2016) - construction of 39 centers using the developed design documentation, determination of the amount of funding and cultural facilities to be reconstructed;

Stage III (2016-2020) - measures to develop a network of cultural and leisure-type institutions in small towns and rural areas: construction of centers (including using standard projects), modernization, re-profiling and (or) reconstruction of existing cultural institutions.

The performance indicators of the Program implementation are:

the number of centers built in small towns and rural areas;

the number of centers built using standard designs;

the number of centers created through the modernization, re-profiling and (or) reconstruction of existing cultural institutions in small towns and rural areas;

the number of residents of small towns and rural areas using the services of the centers.

II. Characteristics of the system of cultural institutions in the Russian Federation

As part of the implementation of regional programs for the development of culture in 2010-2013, cultural institutions were commissioned, meanwhile, the indicators of the provision of regions with cultural institutions in the Russian Federation tend to decrease. Increasing the provision of cultural institutions should be carried out simultaneously in 2 directions - the construction of new centers and the optimization of existing models of cultural and creative activities.

The development of a network of centers will improve the quality of services provided by cultural institutions, which will lead to an increase in public satisfaction with such services.

The activities of the centers should meet the needs of the regions where they are located.

Depending on the form of ownership of the center, the executive authorities of the constituent entities of the Russian Federation in the field of culture or local government the functional features and priority areas of activity of each center are independently determined (film screenings, holding theatrical performances, exhibitions, providing additional education etc.).

III. Functional structure of cultural development centers

The centers are objects that are in the state ownership of the subjects of the Russian Federation or in the ownership of municipalities.

The centers should combine the functions of a cultural institution (holding concerts, exhibitions, performances, film screenings), an educational center (conducting master classes, organizing methodological assistance, courses, media libraries, creative studios and workshops) and a public space (organizing leisure activities, discussion clubs, conducting physical education - recreational activities).

Since the opportunities for organizing tours of creative teams throughout the Russian Federation are limited, the centers are encouraged to widely use modern telecommunication technologies for high-quality broadcasting of performances and musical performances, the "virtual museum" technology for demonstrating works of art from leading museums in the country and the world, and other opportunities for distributing cultural products in modern audiovisual formats.

The main premises of the center intended for holding events (multifunctional hall, exhibition halls) should be equipped with:

transformation equipment;

digital and audiovisual equipment for creative activities;

broadband access to the information and telecommunications network "Internet" to provide access to media content (for broadcasting lectures, concerts, performances and ensuring the operation of virtual museums).

The centers will provide a full range of opportunities for creative self-realization of visitors of all ages and levels of training through the work of the following studios, laboratories and workshops:

art studio (painting, modeling);

literary studio;

music studio;

dance and theater studios;

multimedia laboratory (programming, photography, video);

scientific laboratories;

workshops for woodwork, metal work, sewing mugs, arts and crafts, etc.

In the buildings of the centers it is possible to place educational departments of children's music, art schools and art schools that implement general educational pre-professional and general development programs.

Taking into account the climatic features of the regions of Russia, the centers should become a place for meetings, communication and creative self-realization of local residents.

Extended public area at the entrance to the center with free access, with a cafe, the opportunity to access the information and telecommunications network "Internet" should declare modern values ​​- openness, mobility, equal access to cultural values.

The media library should become an important place in the center. In the context of a shortage of specialists with advanced knowledge and modern technologies in the field of culture, centers should give particular attention to distance education programs intended for the widest possible audience. Such programs will include foreign language courses, popular science lectures, videos and opportunities for online communication and remote master classes with experts and cultural figures, educational modules and courses.

Placement of centers in park areas will give additional features for the organization of cultural events, city holidays. Next to the building of the center should be established open area for such events. The organization of sports equipment rental will allow to combine the cultural orientation of the centers with development and promotion activities physical education and sports.

As part of the joint work of the Ministry of Economic Development of the Russian Federation and the Ministry of Culture of the Russian Federation to develop the tourism potential of small towns in Russia, local history programs, projects to develop local identity will be developed on the basis of the centers, and excursion programs will be created by local residents.

An important part of the activities of the centers will be the creation of a unified touring network that allows organizing trips for creative teams to small and medium-sized cities in Russia, as well as work on the exchange of events and cultural products created by the centers.

IV. Logistics of the centers

The building of the center should accommodate an auditorium, rooms for working with families, sports and recreational activities, watching videos, for a corner of folk traditional culture, for holding salon meetings (musical, literary, local history, theatrical, consultations on social issues), for work club formations, game room for children, rooms for board games and others.

The territory adjacent to the center should not only contribute to the formation of an attractive image of the center, but also create additional conditions for the implementation of cultural and leisure requests of visitors to the center. For these purposes, the adjacent territory should be provided with access roads, hard-surfaced pedestrian paths and good lighting, it should have green spaces, lawns, flower beds, garden benches, a variety and dance floor, places for children's games with small-form attractions, specially equipped a platform for sports and recreational activities and folk games.

V. Criteria and rules for the selection of participants in the Program

Rural areas and small towns can take part in the Program.

The Ministry of Culture of the Russian Federation is selecting subjects of the Russian Federation for the construction of centers and the reconstruction of existing facilities in small towns and rural areas of Russia in 2014-2020.

The selection of subjects of the Russian Federation for the creation of centers through construction is carried out according to the following criteria:

availability of developed and approved design and estimate documentation that has received a positive conclusion from the state expertise, except for cases when the construction of centers is carried out using standard design documentation;

the presence of a land plot registered as state property of a constituent entity of the Russian Federation or municipal property;

the possibility of providing the center with engineering communications and energy resources;

pedestrian and transport accessibility of the site intended for the construction of the center;





confirmation of construction financing from the consolidated budget of the constituent entity of the Russian Federation;



The selection of subjects of the Russian Federation for the creation of centers through reconstruction is carried out on the basis of the following criteria:

availability of developed and approved design and estimate documentation, which received a positive conclusion from the state examination;

availability of copies of title documents for the building in which reconstruction is planned, registered as state property of a constituent entity of the Russian Federation or municipal property;

the level of provision with cultural institutions;

the possibility of attracting specialists in cultural and leisure activities;

confirmation of financing of measures to create the center from the consolidated budget of the constituent entity of the Russian Federation;

the obligation of the subject of the Russian Federation to use this object as an object of culture.

VI. Program activities

In order to implement measures for the construction, modernization and re-profiling and (or) reconstruction of existing cultural institutions in small towns and rural areas, as well as the commissioning and further maintenance of centers, the constituent entities of the Russian Federation are developing regional programs for the development of culture or measures for the construction and commissioning centers are included in existing government programs cultural development of the subjects of the Russian Federation. The Ministry of Culture of the Russian Federation provides methodological assistance in the development of regional programs for the development of culture, and also develops projects of standard cultural objects and enters them into the register of standard project documentation.

Regional programs for the development of culture contain goals, objectives, target indicators, terms for the implementation of the Program in specific regions, volumes and terms of financial support for the construction, modernization, re-profiling and (or) reconstruction of existing cultural institutions and commissioning of centers.

Higher executive bodies state power subjects of the Russian Federation:

regional programs for the development of culture are approved in terms of the construction and commissioning of centers;

agreements are concluded with the Ministry of Culture of the Russian Federation on financial support for the establishment of centers in the constituent entities of the Russian Federation.

The constituent entities of the Russian Federation independently prepare network charts implementation of these activities, as well as justification of the structure, capacity and location of the center, taking into account regional characteristics (provision of cultural institutions, area, population density, etc.), a plan for training, advanced training and retraining of cultural workers, as well as measures to use opportunities cultural institutions, taking into account the construction of the center.

creates an interdepartmental commission for the selection of subjects of the Russian Federation for the construction and reconstruction of centers in accordance with the criteria established by the Program;

concludes an agreement with the highest executive bodies of state power of the constituent entities of the Russian Federation on the provision of subsidies from the federal budget to the budget of the constituent entity of the Russian Federation for the co-financing of capital construction projects of state (municipal) property.

The agreement defines the procedure and forms for reporting on the implementation of measures to create centers in the constituent entities of the Russian Federation and on the use of funds from all sources for the financial support of these activities.

VII. Funding activities for the establishment of centers

Financial support for the implementation of the Program activities is envisaged to be carried out at the expense of the federal budget, the funds of the consolidated budgets of the constituent entities of the Russian Federation and the attraction of extra-budgetary sources.

Financial support for the implementation of the Program activities at the expense of the federal budget is carried out within the limits provided for by the Ministry of Culture of the Russian Federation for these purposes within the framework of the federal targeted investment program by providing subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for co-financing capital construction objects of state (municipal) property of the subject Russian Federation.

When creating centers in the form municipal property the executive authority of the constituent entity of the Russian Federation enters into an agreement with the head of the relevant municipality on the provision of subsidies to the budget of the municipality from the regional budget for co-financing objects related to municipal property. After the signing of the agreement, these funds are sent by the subject of the Russian Federation to the budget of the corresponding municipality for the creation of the center.

Control over the use of funds for the purposes of the Program is carried out in accordance with the legislation of the Russian Federation.

The Ministry of Culture of the Russian Federation monitors the progress of construction and reconstruction of centers, including a quarterly reporting system in accordance with approved forms.

The targeted distribution of subsidies under the federal targeted investment program is approved annually in accordance with the current legislation of the Russian Federation.

The costs for the construction of one center at the II stage of the Program implementation are determined on the basis of the developed project for the construction of the center, which received a positive conclusion from the state examination and a conclusion on the reliability of the estimated cost. At the same time, up to 50 percent of the construction cost will be financed from the federal budget, and the rest - at the expense of the consolidated budgets of the constituent entities of the Russian Federation.

At the III stage of the Program implementation, the share of participation of the constituent entities of the Russian Federation in financing activities for the development of a network of cultural and leisure-type institutions in small towns and rural areas, the construction of centers (including using standard projects), the modernization, re-profiling and (or) reconstruction of existing institutions culture when providing subsidies from the federal budget will be determined in accordance with the current legislation of the Russian Federation.

Financing of the current activities and maintenance of the centers will be carried out at the expense of the funds of the constituent entities of the Russian Federation and municipalities and (or) extra-budgetary sources.

The structural scheme of the building is a frameless building with longitudinal load-bearing walls. In such buildings, all loads are perceived by longitudinal walls.

The spatial rigidity of the building is ensured by the placement of longitudinal load-bearing walls, floor and floor elements in the transverse direction, as well as by anchoring the floor and floor slabs between themselves and in the brickwork of the load-bearing walls.

Description of structural elements

Foundation

The foundation was designed by a strip team of reinforced concrete elements: foundation blocks.

The elevation of the base of the foundations is - 1,800 m.

Foundation blocks are laid on cement mortar M100 with obligatory dressing of vertical joints, the thickness of which is assumed to be 20 mm. Prefabricated reinforced concrete foundation elements are given in the "Specification of reinforced concrete foundation blocks".

The nodes for the installation of foundations for the outer and inner brick walls are located on sheet AC-2.

External walls cultural complex constructive engineering

The outer walls are made of ordinary clay brick M 75 on a cement-sand mortar grade M 25. A multi-row masonry system is used for masonry.

Thermal calculation of the wall

Thermal engineering calculation of the outer wall is carried out in accordance with SNiP RK 2.04-3-2002 "Construction Heat Engineering".

To fill the window openings, wooden boxes are provided, consisting of bars of the outer contour (strapping). Double glazing. To protect against decay, the bars of the box are antiseptic and isolated from the brickwork with roofing paper. The box is fastened to wooden antiseptic plugs laid in the masonry of the walls. The gaps between the box and the masonry are filled with Macroflex foam.

Door frames are used to fill doorways. Boxes are antiseptic and wrapped with roofing paper. Antiseptic plugs are laid in the brickwork of the walls, to which the door frames are fastened with nails. Swing doors are used according to the opening method. In the building being designed, it is planned to use door panels - panel construction, internal and external entrances - wooden.

In this projected building, the stairs are made of prefabricated reinforced concrete.

We accept a step with a size of 150x300mm.

The ceiling is made of precast concrete panels with round voids and a smooth bottom surface ready for painting. The panels are laid on the wall along a layer of cement-sand mortar M 200. The support of the panels on the load-bearing walls is 200 mm. The seams between the panels and the walls are carefully filled with cement mortar M 100 in order to stiffen the floor. The ends of the panel are anchored into the masonry of a brick wall or fastened together with anchors in order to create a connection between the floor and the walls to give them stability and increase overall rigidity. Floor elements are given in the "Specification of precast concrete structures". On sheet AC - 2.

Roof

The building has a combined non-ventilated non-attic roof. The composition and plan of the roof, see sheet AC - 2.

5. BUILDING FINISH

Exterior finish - front brick.

Interior finishing:

In rooms 6, 7, 15, 30, 31, the walls are lined with ceramic tiles to a height of 2 m.

In rooms 2, 4, 8, 11, 13, 14, 16, 17, 20, 24, 25, 27, 28, 29, improved dry plaster is being carried out.

In rooms 1, 2, 5, 10, 18, 19, 21, 22, 23, 26, PVA is being painted.
