Measures to improve the level of improvement of adjacent territories of apartment buildings may consist of measures determined by the minimum (mandatory) list of works and (or) measures of an additional list of works.

The project is aimed at the gradual improvement of courtyards and iconic places of public recreation in the centers of the constituent entities of the Russian Federation and municipalities based on the appeals and initiatives of residents, ensuring public control at each stage of the implementation of improvement programs.
At a meeting of the Presidium of the Council under the President of the Russian Federation for strategic development and priority projects On November 21, 2016, the passport of the priority project "Formation of a comfortable urban environment" was approved.
Over 20 billion rubles were allocated from the federal budget for 2017 for the implementation of the priority project.
The main executors of the priority project are the Ministry of Construction of Russia, subjects of the Russian Federation and authorities local government.
As part of the implementation of the priority project "Formation of a comfortable urban environment" from the federal budget in 2017, it is planned to allocate a subsidy to the Ryazan region to support state program and municipal programs for the formation of a modern urban environment in the amount of 200,904,700 rubles. and to support the arrangement of places for mass recreation of the population (parks) 3,024,131 rubles.
Co-financing from the regional budget for the Ryazan region is established by the Decree of the Government of the Russian Federation and amounts to 22%.
To ensure co-financing, the law "On the regional budget for 2017 and the planning period of 2018-2019" provides for the allocation of funds from the regional budget in the amount of 56.665 million rubles. for the improvement of courtyard areas of apartment buildings and public areas of municipalities, as well as 853 thousand rubles. for parks, total 57.518 million rubles.
At least 2/3 of the total amount of funds is to be directed to co-financing measures for the improvement of courtyard areas of apartment buildings; 1/3 of the amount of funds is to be directed to co-financing the improvement of the most visited municipal territory the general use of a settlement (park, central street, square, embankment, etc.) subject to improvement.
General information about the program "Formation of a comfortable urban environment".
This program has been running since 2017. There are two main areas of funding for the program:
1. improvement of courtyard areas;
2. improvement of public places.
Funds are allocated for any type of landscaping work, however, hard surface installation, installation of benches, trash cans and street lighting do not require mandatory co-financing, all other works (arrangement of playgrounds, installation of small architectural forms, etc.) require co-financing at least 10%. These funds can be provided by interested parties (residents of the settlement, individual enterprises, legal entities).
Within the framework of this program, co-financing should also be from the municipal budget in the amount of at least 5%.
Roadmap for the preparation of documentation for filing an application under the program "Formation of a comfortable urban environment" (for settlements with a population of more than 1000 people):
1. Holding gatherings with citizens on the following issues:
Reporting information about the program "Formation of a comfortable urban environment";
Reporting information about the need for citizens to submit applications for the repair of courtyards and public places in order to participate in the program (the form is attached). A prerequisite is the presence of representatives of United Russia and (or) the Housing Inspectorate. Deadline September 1st.
2. Determination (Creation) of the composition of the commission, which will determine the priority construction works. Deadline August 15th.
4. Creation of a draft municipal program "Formation of a comfortable urban environment for 2018-2022" (sample attached). Deadline October 1st.
5. Publication of the draft program on the official website. The funds of rural settlements are indicated.
6. Adoption of the program "Formation of a comfortable urban environment for 2018-2022". The due date is December 1, 2017.
7. Development project documentation to courtyard areas (plan-scheme) and estimates, followed by verification in the pricing department at the Main Directorate of Architecture and Urban Planning of the Ryazan Region. Deadline November 1st.

How do Petrozavodsk residents want to manage the federal millions allocated for the improvement of courtyards, and which applications have more chances?
It should be reminded that Petrozavodsk will receive a subsidy in the amount of 60 million rubles within the framework of the presidential project "Comfortable urban environment". A third of this amount, 20 million, is supposed to be spent on putting in order the urban areas, which are most often visited by residents of the Karelian capital, and two thirds, 40 million, on the improvement of courtyards. What works and where it is necessary to carry out, the residents themselves decide.
The official start of accepting proposals for the arrangement of places beloved by Petrozavodsk residents will be given later, while the acceptance of applications for the improvement of common house territories expires on February 20. So the tenants of apartment buildings, who for some reason have not yet announced their intention to participate in the project, should hurry up. Moreover, the meeting of residents, the definition of types of work and the preparation of the project - all this is carried out after the application has been submitted.
Step-by-step instructions for potential participants can be found on the city's website, so we won't go into too much detail here. We decided to ask Yulia Mizinkova, head of the city environmental department, who oversees the project in the Karelian capital, what the citizens want to spend the program funds on, which applications are more likely to come true, and whether the residents themselves will be able to choose a contractor.
1. One of the most pressing problems faced by the residents of Petrozavodsk is the lack of parking spaces in their yards. The project "Comfortable urban environment" provides for the construction of parking lots, including multi-level ones? Are there such applications?
This project does not involve the construction of multi-level parking lots, because this is no longer an improvement, but a capital construction. Another thing is the equipment of the parking area: installing a fence, marking, forming a pocket. It is possible to carry out such work, and there are applications for their implementation. But most often, the townspeople ask to install children's play and sports equipment in their yard, repair the road, plant trees.
2. How many applications have been received in total, and how will the competitive selection be carried out? Forty million for all facilities is probably not enough.
Currently, more than 230 applications have been received. Exact figure I won’t name it, because it actually changes every ten minutes: one person brings an application and leaves it, the other decides to pick up the document for revision. People are very active. But about 20-40 applications will be recognized as winners - it depends on the cost of the work that will need to be completed in the yard areas. Competitive selection will be carried out on the basis of specially developed evaluation criteria. Their list can be specified on the website of the Petrozavodsk City District. There can be no formalities during the competition, everything is strictly regulated.
The most significant criterion is the co-financing of the project by the residents. The more of their own funds they are willing to invest, the higher the chances that their application will be selected. Financial support for the implementation of the project can also be provided by legal entities, who are the owners of the premises in the house that has applied for participation in the program - this also increases the chances of winning the competition. Another criterion is information in the media. For example, the residents told some Internet publication or TV company about the work they want to do as part of the Comfortable Urban Environment project, and the media published the material, released a TV spot. When submitting documents, it is necessary to mention this, make a printout. It is also important how many owners took part in the meeting. If 100% came, then, of course, their application will be among the winners. After all, such activity shows how important the project is for residents.
I will add that the selection of applications will be carried out by a public commission. It will be formed in the coming days. The commission will necessarily include employees of the administration of the Petrozavodsk city district and the MKU "Customer Service", deputies of the Petrosoviet, representatives of various parties, members of the ONF and active residents of the city.
3. The minimum share of co-financing is 3%. Suppose the project costs 2 million rubles, in this case, residents must contribute 60 thousand. Will this amount be scattered among all owners, even those who voted against participating in the program?
There are no strict requirements in this regard. Nowhere does it say that all owners will be required to chip in if the house decides to participate in the project. Where to get the money, the tenants must determine for themselves. If we are talking about HOAs, then they, as a rule, have an accumulation fund, and it can fully cover the required amount. And somewhere they will decide to raise money specifically for this program.
4. Is there an option that generally excludes co-financing of work by residents?
Implementation of the project without the financial participation of residents, according to the terms of the program, is possible if they have chosen a minimum list of works. It includes: repair of yard driveways, provision of lighting for yard areas, installation of benches and rubbish bins. But most likely, such applications will not be recognized as winners, because, I repeat, co-financing is the main criterion for competitive selection. On the other hand, they can be implemented later, since the Comfortable Urban Environment project is designed for five years. Until the end of this year, we will develop a program for 2018-2022, which will automatically include applications that will not be selected this year.
5. Will residents be able to participate in choosing a company that will improve their yard?
This mechanism has not yet been defined at the federal level. But there is preliminary information that, as in the case of the program to support local initiatives, the funds in the form of a subvention in the amount of 40 million rubles, as well as the funds intended for co-financing, will be transferred to the budget of the Petrozavodsk city district, and the contractor will be determined through competitive bidding. procedures. So, unfortunately, the residents will not be able to influence the choice of the contractor in any way: the winner of the auction will be the one who offers the lowest price. If there are savings, we will notify the authorized representative of the multi-apartment residential building and offer him to carry out some other improvement work, for example, plant trees; These funds will not be returned to the budget.
Residents will not be able to participate in the selection of a contractor, but they will be able to control the progress of work and even participate in them: for example, go to a community work day, help "pull" the land. The intangible contribution of the population is another criterion for competitive selection.
As for the acceptance of work, it will also be carried out with the participation of residents.
