Former CEO OJSC Nakhodka Shipyard (since November 2014 - PJSC) is suspected of embezzling 23.5 million rubles. We are talking about Andrey CHIZH, the son of Yevgeny CHIZH. Together, both managers led the NSRP for about 30 years. Since February 2015, the General Director of PJSC NSRZ has been Mikhail POLETAEV, who is also the founder of JSC MP Group (Moscow), the new de jure owner of the Nakhodka plant. De facto, according to the Golden Horn Delovaya newspaper, the owner of NSRZ is one of the commercial banks.

“When checking the legality of spending budget funds, the military prosecutor’s office of the Pacific Fleet established that the former general director of OJSC Nakhodka Shipyard, as part of the execution of a state contract for the repair of a large landing ship and a floating workshop, entered into a fictitious subcontract agreement with Aleut-Vostok LLC, entering into criminal conspiracy with the leader commercial organization. As a result, they stole over 23.5 million rubles,” the website of the Main Military Prosecutor’s Office reports.

The Investigation Department of the Ministry of Internal Affairs of Russia for the Primorsky Territory initiated and is investigating a criminal case under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (“Fraud committed by an organized group on an especially large scale”).

Andrey Chizh has served as the general director of the plant since 2003, replacing his father Yevgeny Chizh, who had been in charge of NSRZ since 1986, in this position.

JSC NSRZ after privatization was permanently in a state of "corporate wars". So, Court of Arbitration Primorsky Territory on November 29, 2012 refused to the shareholders of the plant (JSC SaSKo-stoks, CJSC Management Consulting Service, LLC Enterprise Druzhba and a number of individuals), who tried to invalidate decisions annual meeting shareholders, held on June 24, 2010. Even earlier, in 2008, the Druzhba and SaSKo-stoks companies accused the administration of the Nakhodka Shipyard under the leadership of Andrey Chizh of actually seizing power at the plant. According to "Sasko-stoks", the purpose of the seizure of the plant was to abandon ship repair as a low-profit production, "clean up" the territory of the enterprise and turn it into a port for transshipment of supposedly black and gray contraband from China.

The further successes of the NSRZ (the plant successfully coped with contracts within the framework of projects for the manufacture of bridges across the Golden Horn Bay and to Russky Island, as well as the construction of the concrete foundation of Sakhalin-1) could not but arouse interest in such an underestimated asset from certain circles. Moreover, in 2014 the plant received large orders for shipbuilding. So, in August 2014, the first ice-class tanker Sakhalin, manufactured by order of Rosneft, was launched at the NSRZ.

According to the Delovaya Gazeta Zolotoy Rog, the former heads of the Nakhodka Shipyard came to the attention of law enforcement agencies after Irina BORBOT, a relative of Igor Borbot, who was put on the international wanted list, lost control of the plant.

Dossier of the Golden Horn: Igor Borbot, the former general director of the Far Eastern Center for Shipbuilding and Ship Repair, is accused of embezzling 4.9 billion rubles during the construction of the Zvezda shipyard in Bolshoy Kamen. Back in October 2012, Irina Borbot (according to the materials of the NSRZ, who at that time owned 98.66% of the shares of the plant) tried to establish full control over the enterprise by sending demands to the plant's minority shareholders to buy out their shares.

However, in less than three months, Irina Borbot's direct share was reduced to 37.5% of NSRZ shares. The remaining shares at the beginning of 2013 belonged to the offshore Ferina Commercial (Florida, USA) and Hyderri International (British Virgin Islands) - respectively 19.88% and 17.78%. Another 24.85% stake was owned by Rosbank. And two years later, NSRZ had a new owner - the Moscow "MP Group". According to the Delovaya Gazeta Zolotoy Rog, the new owners got the plant according to a very intricate scheme: Borbot and Co. several times used the NSRZ property complex as collateral for other transactions. As a result of one of them, the plant came under the control of bankers.

It should be noted that, despite the appearance of a new owner, Rosneft considers the Nakhodka plant to be its asset and expects that it will be integrated into the technological chain of the Zvezda shipyard. As for former leaders plant, then the new owners have reason to believe that during their management, the plant missed several tens of millions of rubles. But this is already unplowed virgin land for law enforcement agencies.

As for the current situation of the NSRP, it looks quite good. Thus, revenue for 2015 increased by 2.4 times compared to 2014, to 939.340 million rubles. Net profit amounted to 41.087 million rubles (an increase of 3.2 times). Price net assets increased from 221.5 million rubles at the end of 2014 to 249.4 million rubles at the end of 2015. In 2016-2017 the company plans to increase shipbuilding capacity, with the possibility of producing up to four ships with a deadweight of up to 5 thousand tons.

The Nakhodka Shipyard was founded in 1951 as a dock area at the plant No. 4 under construction in the Nakhodka Bay. In 1954, a separate hull-welding shop was put into operation, and in 1956, a foundry and forging shop. By 1982, the construction was completed and the entire block of shops was put into operation, which housed sections of the mechanical assembly shop, the hatch cover repair shop, the pipeline shop received the area of ​​the former mechanical shop.

Already in 2006 JSC NSRZ included 21 subsidiaries. In 2007, the plant opens a new structural subdivision"Marine Ship Center" to optimize the process and quality of ship repair.

A deserted dirt road went around the hill along the coast (there was no railway yet). On June 20, 1951, the Minister of the Navy of the USSR issued an order "On the organization of a dock area at the plant No. 4 under construction in the Nakhodka Bay." This day is considered the birthday of the plant.

In July 1951, a floating dock with a carrying capacity of 4,000 tons was brought from Kaliningrad. The docking team was headed by Rodik V.A. These were Orlov V.V., Titkov I.D., Bondarenko Yu.V., Malakhovskiy V.I., Paskhalsky I.A., Gulko V.N. foremen. New batches of specialists from many cities arrived at the plant, including the Vladivostok Shipyard that sent its best specialists. These were Balashov B.V., Kutikov V.N., Tikhonenko M.M., Trotsenko F.M., Chernomor A.K., Voloshin I.S., Zavyalov N.V., Rubtsov S.T. In July 1952 the first Sunday was held. The entire staff of the plant came to the improvement of their residential village. The first trees were planted, sidewalks and the first volleyball court were built. In the period from 1953 to 1955. the main workshops were put into operation, which were replenished with new machines, the number of employees increased, new types of ship repair were mastered. The construction of the dock pier has been completed. The first ship under repair is the p \ s "Kayak". 1962 - A slipway with a capacity of 2500t was put into operation and the first vessel of the Alchevsk substation was raised. In 1965, a new Japanese-built dock with a carrying capacity of 25,000 tons was received. In 1968, the first horticultural partnership "Voskhod" was created. Athletes of the plant under the leadership of Leonid Brandt built the yacht "Grenada", on which they made a 600-mile trip along the coast of Primorye. For the first time, a competition in professions was started at the plant. The titles were established: "Honorary Labor Veteran", "Golden Hands Master", "Best Young Worker". Since 1971, under the guidance of a talented builder N.M. Sharyga, the construction of residential buildings in an economic way has been mastered. 13 houses have been built in 18 years. In the 70s, the NSRZ engaged in shipbuilding and mastered the production of a series of marine passenger ships of the Vladimir PUKALO type.

Here is one of these motor ships - "Yakov SINYAKIN" - awaiting a solemn launch. 1978, the 60th anniversary of the Leninist Komsomol… From 1973 to 1995, the plant built 27 vessels of the Nakhodka Rabochiy type, 19 self-propelled pontoons, 25 tugboats, 50 lighters. 11 ships were named after veterans of the plant. After the Nakhodka Worker series, the plant launched the production of small passenger boats of the Mikhail Varakin type. The series has been under construction since 1975.

September 15, 1992 Nakhodka Shipyard was transformed into a joint-stock company. There were ups and downs in the history of the plant, but it managed not only to survive all the crises, but also to fit into the new economic realities. At a time when shipbuilding was forgotten, NSRZ was able to quickly modernize the direction of production of metal structures and take an active part in the construction of APEC summit facilities and other projects for the development of the Far Eastern Federal District - on that they survived the times of decline. The portfolio of completed orders includes the largest industry projects. Among the first are two pontoon-type vessels "Katya" and "Styopa", which were built by order of CJSC "Pacific Bridge Construction Company" (at that time it was building a bridge across the Golden Horn Bay for the APEC-2012 forum). At the NSRZ, they recall that at that time it was the largest shipbuilding project since the beginning of perestroika in Primorye.

The vessels were designed to transport large-sized metal structures for the bridge across the Golden Horn Bay. NSRP also assembled the structures for the bridge themselves, a total of 51 enlarged panels, with a total weight of 12.5 thousand tons. In July 2012, another shipbuilding project was completed at NSRZ. A floating berth 70 m long, 22 m wide and weighing 320 tons was commissioned by Vostochny Petrochemical Terminal LLC. For four months, about 50 hull builders, welders, assemblers and assemblers worked on the creation of the floating berth.

The new berth was towed to Vostochny port. Putting it into operation allowed the customer to significantly increase the volume of oil products transshipment, since large-tonnage tankers with a draft of up to 11 m can enter the port for unloading. Self-propelled barge "Grand-555" type "Slavyanka" became the next shipbuilding order. Such ships have been built in the workshops of the NSRZ since the 70s of the last century. However, to fulfill the order of CJSC Chukotka Trading Company, the project was improved. As a result, the customer received a modern solid ship capable of operating both at sea and on rivers. The next shipbuilding project brought the NSRZ to a new level. In 2012, the Sakhalin tanker was laid down at the Zvezda shipyard in the Far East. The ship was built by the order of JSC "DTSSS" for JSC "Rosneft". But due to the heavy workload of the Zvezda, the construction was transferred to the Nakhodka shipyard. The purpose of the vessel is to receive, transport and issue up to four grades of oil products. The tanker with a deadweight of about 3100 tons meets the new international requirements, it is able to operate in ice conditions with an increased class of environmental safety and automation, and is equipped with the most modern equipment.

Never before in Nakhodka, and throughout Primorye, ships of this class and displacement have not been built. For such a large and new project for the plant, NSRZ specialists were trained in Poland and China, where shipbuilding occupies a leading position in the economy. On the day the tanker was launched, the slipway of the NSRP was crowded. A large number of guests and factory workers came to watch this event. Vladimir Miklushevsky, the then governor of Primorye, and Metropolitan Veniamin of Vladivostok and Primorsky, came to take part in the ceremony.

After the speeches subsided, and the bottle of champagne was broken on the side of the ship, the Sakhalin began to go down the slipways. According to tradition, a woman who is considered the “godmother” of the ship breaks the bottle on the side of the ship. The "mother" of the tanker "Rosneft Sakhalin" was chosen by Olga Moiseenko, who is the leading accountant of the shipyard. In addition to shipbuilding, NSRZ was also actively engaged in ship repair, focusing on dock repair, for which the company has a DOK and SLIP. In addition, the plant is engaged in the manufacture of metal structures. These can be tanks, ship hulls, pipelines, stainless steel structures, barges, pipe piles, overhead cranes, bridge structures, modular units and other products ... So, American company Fluor, as part of the development of the Sakhalin-1 project, signed a contract with PJSC NSRZ. In 2015, the Nakhodka plant built 19 tanks with a volume of 186 m3 for the storage of petroleum products.

From 2014 to 2016, overhead cranes were manufactured and assembled by order of the world famous Finnish company KONE CRANES, which are building for the new Zvezda shipyard in Bolshoy Kamen. In just two years, 14 cranes with a lifting capacity of 20 to 180 tons were manufactured.

And at this time, first the Vladivostok Shipyard, then Pervomaisky, Slavyansky and, finally, Dalzavod, were systematically stopped working - not to mention the smaller defense "numbered" factories in Vladivostok and along the entire coast. Thanks to the support of the state, the Bolshoi Kamensk Zvezda remained in service, as well as the more or less working Nakhodka Primorsky Plant with a small subdivision of the SK PZ. The rest of the ship repair enterprises were collapsed, sold out and re-profiled under the same "pitying song" that ship repair in the Russian Far East is unprofitable, it is impossible to compete with Chinese and Korean companies. But, at the NSRZ, apparently, there were problems with choral singing. It turns out that the management of the enterprise continued to work all the time for its intended purpose: to fulfill the state defense order for the repair of ships and even demonstrated that shipbuilding today is a reality by launching the first tanker for Rosneft in 2014. It would seem that the management of Andrey Chizh (already the former General Director of the NSRZ) managed in recent years to consolidate the enterprise at a stable level, with the support of the authorities ... Andrey Chizh has served as the General Director of the plant since 2003, replacing his father Evgeny Chizh, an experienced ship repairman who led the NSRZ since 1986.

But, apparently, the successes of the NSRP could not but arouse interest in such an underestimated asset from certain circles. And in October 2014, the general director Andrey Chizh "left quietly", and his place was taken by a visiting manager, 35-year-old Roman CHAYKUN from Vladivostok, who has nothing to do with ship repair and shipbuilding. The change of leadership occurred suddenly and against the backdrop of not bad at all. economic indicators. After all, the plant worked successfully, and was ready to increase the portfolio of orders, including the state defense order. What was the point of changing Andrey Chyzh, with his many years of experience in the field of ship repair and shipbuilding, for a young manager who had not proven himself in this industry? Yevgeny Chizh, who worked as the general director from 1986 to 2003, explained the situation as follows: - When the plant had problems, there was no interest from the raiders. And when he entered international projects (we are talking primarily about the construction of drilling platforms within the framework of Sakhalin projects, where almost all the workers of the plant were involved), when the plant clearly told Moscow about its capabilities, then some gentlemen had a desire to acquire this enterprise. But the new CEO did not last long. Already in 2015, a new general director began to work at the Nakhodka Shipyard. Muscovite Mikhail Poletaev, the owner of the Moscow MP Group JSC, which is the sole shareholder of the NSRZ, has been appointed to this position. Among the awarded: Sidorchuk L.P., Ermakov V.A., Stetsenko V.A., Chumash G.K., Kovynev V.F., Udovik V.F., Bulyndenko G.I., Shamakin A.V. The most important thing that has always distinguished the staff of the plant is bright personalities, true masters of their craft, selflessly devoted to their native team: these are I.S. Voloshin, F.M. Trotsenko, P.G. Shlyk. These are the best mentors of the youth who brought up a worthy replacement, foremen L.P. Sidorchuk, A.V. Efimenko, V.A. Konoplya, V.M. Litovtsev, G.T. Nesterenko, V.A. Stetsenko.

1985 - Completed the construction of a dock repair shop, significantly expanded production area central factory laboratory. New technologies are being actively developed and implemented for the restoration of ship technical equipment parts by surfacing, powder spraying, new advanced polymer materials are widely used in ship repair. A new progressive technology for cleaning and painting ship hulls (including hydro-sand blasting with high-pressure water), elements of ship pipelines and apparatuses is being actively acquired and implemented. A planned system for advanced training of engineers, workers and employees was introduced on the basis of advanced training institutes in the cities of Odessa and Vladivostok.
1986 - The deep-water pier No. 2 was put into operation.
1991 - The beginning of a continuous computerization of technical services of shops and departments based on personal computers.
September 15, 1992 Nakhodka Shipyard was transformed into a joint-stock company.
1997 - Through the efforts of the teams of the ACS department and the chief designer, a computer-aided design system in ship repair began to be introduced.
1999 - JSC "NSRP" received a certificate of conformity of the quality management system international standard ISO.
There were ups and downs in the history of the plant, but it managed not only to survive all the crises, but also to fit into the new economic realities. Today, he can be proud of both the qualifications of the staff and the level of equipment, which allows him to successfully compete with his colleagues in the market from the Asia-Pacific region. Among the implemented projects there are also innovative ones - for example, the state order for the Kozma oil port "Eastern Siberia - Pacific Ocean". Participation in the large-scale construction of facilities for the APEC-2012 summit in Vladivostok, the manufacture of the structure of the channel span of the bridge across the Golden Horn Bay and to Russky Island.
On June 20, 2011 the plant turned 60 years old. The anniversary year ended for the factory workers with participation in the opening of another large-scale Russian project: "Construction of a body-working shop with a metal warehouse at the facility" Expansion operating capacities OJSC DVZ Zvezda to ensure the construction of transport ships. This project began to be implemented in Primorye as part of the modernization and development of the shipbuilding and ship repair industry of the Russian Federation.
By the decision of the sole shareholder of the Open joint-stock company"Nakhodka Shipyard" No. 01-10/2014 dated October 21, 2014, the powers of the General Director of JSC "Nakhodka Shipyard" Chizh Andrey Evgenievich were terminated ahead of schedule - from October 22, 2014; a new General Director Chaikun Roman Sergeevich was elected.
The main activities of the plant are still: ship repair; fabrication and assembly of metal structures; mechanical engineering; loading and unloading operations.
