1. General provisions.

1.1. The Director of the Educational and Scientific Center "Jurisprudence" (hereinafter referred to as the "Director of the ONC "Jurisprudence") is appointed to the position and dismissed from the post by order of the rector of the Federal State Budgetary Educational Institution of Higher Professional Education "Russian University of Economics. G.V. Plekhanov" (hereinafter referred to as the "University") on the proposal of the supervising vice-rector of the Russian University of Economics. G.V. Plekhanov.

1.2. The Director of the ONC "Jurisprudence" is appointed to a position for a period of up to five years and reports directly to the Vice-Rector for Academic Affairs and Informatization of the PRUE. G.V. Plekhanov, and in his absence - to the acting officer.

1.3. In his activities, the director of the ONC "Jurisprudence" is guided by:

– The Constitution of the Russian Federation, the Labor Code Russian Federation, federal law dated December 29, 2012 N 273-FZ "On Education in the Russian Federation", Federal Law dated August 23, 1996 N 127-FZ "On Science and State Scientific and Technical Policy" and other relevant laws of the Russian Federation;

2. Job responsibilities

Director of ONC "Jurisprudence" performs the following duties:

2.1. Organizes the work of the ONC "Jurisprudence" headed by him.

2.2. In the field of educational activities, the director of the ONC "Jurisprudence" carries out:

- market analysis educational services with the direct participation of the academic staff of the departments and the identification of promising areas of professional training and retraining of specialists;

– preparation of proposals for the development strategy legal education at the University based on systemic internationalization educational programs;

– analysis, assessment of the quality of teaching legal disciplines at the University and development innovative methods learning;

– coordination of the preparation by the departments of the ONC “Jurisprudence” of annotations of legal disciplines for employers;

- analysis and optimization of the structure of the teaching load of the CPD in order to gradually systematically progressively reduce its classroom part and develop e-learning;

– formation of motivated-systemic coordination of the ONC "Jurisprudence" and the employer in the process of preparing a bachelor-master at the junction of education - science - Practical activities;

– organizing the development and implementation by the departments of the ONC "Jurisprudence" of network and distance learning with the participation of branches of the University and others educational organizations higher education;

– organizing the development and implementation of innovative educational programs and technologies (for workers in the field of science and education, employees of institutions in the field government controlled, as well as for the corporate sector) on issues legal regulation economic relations;

- organization of permanent scientific and practical seminars by the teachers of the center, as well as invited leading experts in various fields of the economy;

– coordination of thematic conferences, round tables and other forms of implementation of scientific events at the intersection of interdisciplinary research, on topical issues of law and legal regulation of economic relations and the publication of collections of scientific papers based on their results;

- preparation and publication teaching aids, as well as scientific monographs on the problems of jurisprudence.

2.3. In the area of scientific research carries out:

– organizing the implementation of fundamental and applied research on topical issues of law;

– coordination of a systematic search by departments of external orders for research in agreed areas of scientific research;

– assistance to departments in preparing applications and participating in competitions (Office of the President of the Russian Federation, the Government of the Russian Federation, the Ministry of Education and Science of the Russian Federation, the Ministry of Economic Development of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Russian Humanitarian Foundation, the Russian Science Foundation, etc.) for obtaining grants for the implementation of research work and projects;

- assistance in the implementation of the planned volumes of research work of the departments of the ONC "Jurisprudence", motivation and control of their implementation;

– assisting the departments in obtaining internal grants from the PRUE. G.V. Plekhanov;

– assistance in the commercialization of the results of applied research, implemented by the ONC "Jurisprudence";

Formation of an annual master plan for large-scale scientific and organizational events and its implementation in order to improve the image of the University;

– participation by employees of the ONC "Jurisprudence" on behalf of the University in external scientific and practical conferences (including All-Russian and international) held by leading universities and research institutes, as well as providing advisory and organizational support to graduate students and young scientists of the University for their participation in data events;

– coordination of areas and topics (as well as their expertise) in the training of highly qualified personnel in postgraduate and doctoral studies.

2.4. In the field of providing departments, the NPR carries out:

– coordination by the Council of the ONC “Jurisprudence” of the competitive election of the NPR;

- selection of candidates for replacement vacancies heads of departments and leaders structural divisions included in the ONC "Jurisprudence";

– internationalization of training, retraining and advanced training of faculty members in legal disciplines (including English language);

– use of the system of NPR rating developed and approved at the University in order to individualize remuneration on the basis of the annual establishment of allowances.

2.5. Holds meetings of the Council of the ONC "Jurisprudence" at least once a month with a discussion of the activities of the ONC "Jurisprudence".

2.6. Knows and complies with the established requirements for the processing and protection of personal data.

2.7. Monitors changes in the legislation of the Russian Federation in the field of processing and protection of personal data.

2.8. Organizes the processes of processing and protecting personal data in the entrusted unit, in accordance with the established requirements.

2.9. Organizes training of subordinate employees on the rules for processing and protecting personal data.

2.10. Informs subordinate employees about personal data processed in the structural unit, as well as about the features and rules for such processing.

2.11. Ensures confidentiality of personal data processed in the structural unit.

2.12. Monitors compliance by all employees of the department with the requirements for the processing and protection of personal data.

2.13. Controls the acceptance and processing of appeals and requests from personal data subjects and requests authorized body to protect the rights of personal data subjects.

2.14. Immediately report to the higher manager and person responsible for the processing and protection of personal data about all facts and attempts to violate the requirements for the processing and protection of personal data.

2.15. Participates in internal audits of compliance with the requirements for the processing and protection of personal data.

3. Necessary knowledge

Director of ONC "Jurisprudence" should know:

– list of specialized academic disciplines legal orientation, read at the University;

– state educational standards for relevant programs of higher professional education;

– fundamentals of labor legislation;

– the structure and functions of the departments of the University,

- rules, labor and safety regulations, fire protection.

4. Qualification requirements

4.1. The director of the ONC "Jurisprudence" must have a higher professional education, degree and academic title, experience of scientific and pedagogical work or work in organizations in the direction professional activity corresponding to the activities of the ONC "Jurisprudence", at least 5 years.

5.1 Director of ONC "Jurisprudence" has the right:

- give orders within their competence to scientific and pedagogical workers and employees of the ONC "Jurisprudence" on issues within their official duties;

– request and receive from University officials necessary materials and documents relating to his official duties.

– require subordinate employees to comply with the rules for processing and protecting personal data, in accordance with the established requirements of the current legislation and local regulations of the University;

– submit proposals in the field of processing and protection of personal data to the direct management.

5.2. The work schedule of the director of the ONC "Jurisprudence" is determined in accordance with the Internal Regulations established at the University.

6. Ensuring the security of personal data in the process of their processing in personal data information systems (ISPD) of the University

I. Obligations of employees in terms of ensuring the security of PD in the process of their processing in the personal data information systems of the University:

6.1. Comply with the established requirements for the protection of personal data, accounting, storage and transfer of media containing personal data.

6.2. Know and comply with the requirements of organizational and administrative documents in the field of ensuring the security of personal data.

6.3. Immediately report to the person responsible for organizing the processing of personal data about all facts and attempts to violate the security of personal data.

II. Responsibility of employees in terms of ensuring the security of PD in the process of their processing in the personal data information systems of the University:

The director of the ONC "Jurisprudence", participating within the framework of his functional duties in the processes of automated processing of personal data, is personally responsible for his actions, which may entail a violation of the confidentiality or integrity of the processed personal data.

III. It is prohibited for employees in terms of ensuring the security of PD in the process of their processing in the personal data information systems of the University:

6.5. Leave storage media unattended during work, transfer them to other persons and take them outside the premises where the processing of personal data is allowed;

6.6. Disable (block) information security tools at the workplace under any pretext;

6.7. Make any changes in electrical circuits, installation and placement of technical means;

6.8. Process information and perform other work not provided for by official authority;

6.9. Notify (or transfer) to unauthorized persons personal attributes of access to ISPD;

6.10. Leave unauthorized persons unattended at the workplace, or in the room where PD is processed using automation tools as part of ISPD.

IV. The rights of an employee appointed responsible for organizing the processing of personal data in the personal data information systems of the University.

The person responsible for organizing the processing of personal data has the right to:

6.11. Require University employees to comply with the rules for handling personal data in accordance with regulatory and organizational and administrative documents.

6.12. Contact the structural divisions of the University to obtain the information necessary to perform their official duties.

6.13. Submit proposals to the management of the University to improve the efficiency of the University's activities on the processing and protection of personal data.

V. Responsibility of the employee appointed responsible for organizing the processing of personal data in the personal data information systems of the University.

An employee who is in force labor relations with the University, information constituting personal data became known, in the case of processing rules and requirements for the protection of these personal data, bears civil, criminal, administrative, disciplinary and other liability provided for by the legislation of the Russian Federation.

7. Changes in the field of higher education aimed at improving the efficiency and quality of services in the field of education, correlated with the stages of transition to an effective contract of the ONC "Jurisprudence".

– support for programs to develop a network of national research universities;

- carrying out activities for the certification of scientific and pedagogical workers of educational organizations of higher education;

7.3. Expected results:

The director of the ONC "Jurisprudence" participates in improving the efficiency and quality of work performed in the field of science through:

8.1. Performing fundamental scientific research.

8.2. Increasing publication activity at the international level.

9. Interaction

9.1. The director of the ONC "Jurisprudence" interacts with the heads and employees of the structural divisions of the University on issues within his competence.

9.2. The director of the ONC "Jurisprudence" interacts with other universities, employers' associations, as well as industrial and research organizations, and also provides international cooperation with these organizations in the field of educational, research and educational work.

10. Responsibility

10.1. The director of the ONC "Jurisprudence" is personally responsible for the state of affairs at the ONC "Jurisprudence" to the extent of his official duties.

10.2. The director of the ONC "Jurisprudence" is responsible for the maintenance, accounting and storage of all official documentation of the ONC "Jurisprudence".

10.3. Responsibility for non-fulfillment or improper fulfillment of the obligations provided for in clauses 2 and 6 of this Instruction is determined in accordance with the law.

10.4. 2.4. Organizes work on the creation of a reference and information fund for design and technological purposes using advanced methods of information retrieval systems, optimization of documents, rationalization of their content and construction that meets the requirements of CAD.

2.5. Organizes, together with the design and technology departments, a survey and analysis of computer-aided design, the development of an information model for design and technological preparation of production.

2.6. Manages the development of instructions, methodological and normative documents associated with information support subsystems and components of CAD, development network charts, improvement of systems for designing and designing technological processes.

2.7. Ensures CAD acceptance tests, uninterrupted operation of the system and takes prompt measures to eliminate violations that occur during operation.

2.8. Develops measures to improve the quality and reliability of CAD, expand the scope of its application, modernize the technical means used.

2.9. Provides methodological assistance to the divisions of the Organization in the preparation of initial data for CAD, decoding information received from a computer.

2.10. Develops draft schedules for preventive maintenance of equipment assigned to the department.

2.11. Manages department employees.

I. General provisions

  1. Head of Department technological developments and implementation of a computing (information and computing) center (hereinafter referred to as the CC (EC)) belongs to the category of managers.
  2. A person with a higher professional (technical, engineering and economic) education and work experience in the field of mechanized or automated information processing for at least 3 years is appointed to the position of head of the department for technological development and implementation of the CC (EC).
  3. Appointment to the position of the head of the department of technological development and implementation of the CC (EC) and dismissal from it is carried out by order of the head of the CC (EC).
  4. The head of the department of technological development and implementation of the VC (IVC) must know:

  6. During the absence of the head of the department of technological development and implementation of the VC (IVC) (illness, vacation, business trip, etc.), his duties and rights are transferred to the deputy (in the absence of such, to the person appointed in the prescribed manner), who is responsible for the quality and timely fulfillment of these obligations.

II. Job Responsibilities

Head of the Department of Technological Development and Implementation of the Computing Center (IVC):

  1. Leads technological developments, implementation of production and control automation projects created in other organizations, and support in the process of experimental and industrial operation systems that develop and change according to new requirements for them.
  2. Organizes pre-project studies on the application of economic and mathematical methods, modern technical means (computers, communications, terminal and service equipment) in the management system, in individual industries and at the enterprise.
  3. Supervises the work on the preparation of technical specifications for the design and their coordination with customers and co-executors.
  4. Provides preparation of plans for the design and implementation of automated systems and control over their implementation, setting tasks, their algorithmization, linking with teleprocessing systems, organizational, informational and technical support all subsystems, use and implementation of standard design solutions.
  5. Organizes the work to determine the forms of input and output documents, regulatory and reference information, the order of their input and output, the reception and transformation of information in a computer, transmission through communication channels, ensuring the correct transfer of source data to machine media.
  6. Manages the development of instructions, methodological and regulatory materials related to the information support of the system.
  7. Carries out work on advanced technological preparation for the implementation of tasks designed in other organizations, with debugging on a test case with real data before its acceptance into operation.
  8. Analyzes failures in systems and tasks, develops proposals for designers to make changes and additions, develop systems.
  9. Provides methodological assistance in the preparation of data, the operation of systems.
  10. Participates in training, instructing and consulting on the application and interpretation of information received from the computer, the use of all the possibilities of machine processing.
  11. Manages department employees.

III. Rights

The Head of the Department of Technological Development and Implementation of the Computer Center (EC) has the right to:

  1. Act on behalf of the department, represent the interests of the center in relations with other structural divisions of the enterprise and other organizations on the activities of the department.
  2. Get acquainted with the draft decisions of the head of the CC (EC) regarding the activities of the CC (EC) and the department in particular.
  3. Submit for consideration by the head of the Computing Center (IVC) proposals for improving the activities of the center and department; improving the methods of work of specialists of the department; options for eliminating the shortcomings in the activities of the center.
  4. Interact with employees of all (individual) structural units.
  5. To request personally or on behalf of the head of the Computing Center (EC) from the heads of structural divisions and specialists the necessary materials.
  6. Sign and endorse documents within their competence.
  7. Require the head of the VTs (IVTS) to assist in the performance of their duties and rights.
  8. Submit for consideration by the head of the Computing Center (EC) submissions on the appointment, relocation and dismissal of employees of the technological development and implementation department; proposals for their promotion or for the imposition of penalties on them.

IV. A responsibility

The head of the department of technological development and implementation of the VC (IVC) is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this job description - to the extent determined by the current labor legislation of the Russian Federation.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of the Russian Federation.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of the Russian Federation.
