Drilling Supervisor– organizes and controls the process of drilling wells in oil and gas fields in accordance with the conditions defined by the technical project. This is a new specialty in the oil and gas industry, the professional standard of which was approved quite recently: November 27, 2014. This is a high-class specialist who is present at the well around the clock. The well drilling process itself is a cycle of the following works: derrick work, deepening of wells, their fastening, development and testing. The effectiveness of drilling oil and gas wells is determined by how quickly decisions are made in the production process based on real field data. Drilling supervisors on the well process a huge amount of information and make informed decisions under time pressure. This part of the article will be devoted to the economy, I would like to start with the main economic value of supervising - with personnel. Let us recall the well-known saying of I. V. Stalin - cadres decide everything! Indeed, supervising is based on qualified personnel, and, perhaps, in this area, personnel decide, if not everything, then almost everything.

Let me quote the Director for Personnel and Organizational Development of CJSC Siberian Service Company M.A. Kvashnina: “There is a realization (and many have already realized) that in the future the company that manages to keep its people will win. Now there is money on the market, you can buy equipment, but you can’t easily recruit people and raise them to the level of smart and skilled workers of the 21st century. In addition, equipment can be upgraded, but you can’t change a person right off the bat, you can’t change his approach to business, thinking, and so on.”

So, a drilling supervisor is a drilling specialist with no less experience in the specialty... And this is where voluntarism begins. Since the requirements are not regulated in any way, anywhere and by nothing (see Part 1 of this article), each employer or customer of services has the right to set their own level of requirements for qualifications and experience. In our opinion, 8-10 years of experience in drilling is a necessary but far from sufficient condition for a drilling engineer to work as a supervisor. To this experience, one should add the qualities of a manager and organizer, leadership skills, the ability to work under stress, confidence in one's professional knowledge. All this ultimately forms the main quality of a good supervisor - the ability to make a decision and be responsible for this decision.

Supervisory services are implemented by field personnel. Each company (if it wishes) sets categories for personnel according to its own staffing. These can be drilling engineers of the second and first category, senior supervisors, regional supervisors (or, in Western terms, superintendents).

There is a common belief that any company that has hired drilling specialists (not even necessarily with higher education) can already provide supervisory services. And for this you just need to call a specialist a supervisor, give him a computer in his hands and send him to the field. So now numerous “supervisors” are working in the vastness of our homeland, about which only the lazy one does not speak with a smirk (for examples, you can go to the oil forums). Such “supervising” attracts specialists of various professions who are convinced that they will be able to work as supervisors. The last case from practice is our GTI operator, who has worked at the station for a year, has not yet managed to become a GTI specialist, but already offers himself as a supervisor. I had seen enough of their work and decided that it was simpler and easier than at the GTI, but paid higher. He said that he would only have to take advanced training courses at our base - and he is ready to work. I was very surprised that education and experience in drilling are needed ... Sadly ...

Another popular belief is that all supervising is done by the field staff. Nobody else is needed. Where did this come from? Any other service necessarily implies the presence of qualified management in the company. It would never occur to anyone to contact a drilling company, which is represented only by drilling masters, or a geophysical company, represented by the heads of field parties. There must be technical and technological services providing, among other things, the quality of field work. In our opinion, a company providing supervisory services, first of all, must have a highly qualified professional management capable of not only organizing this service, but also providing professional support for services and technological support for field personnel. The experience of such management is not 8-10, but 20 years in drilling, and even on leadership positions. Such management should ensure a service strategy agreed with the customer, test and train field personnel, and conduct serious analytical work on the quality and timing of well construction.

Question: where to get such shots? And nowhere can they be taken, they can only be taught and educated, taught and educated. It is extremely rare that a specialist comes to work that satisfies the company in all respects. These are isolated happy occasions. The average potential field supervisor job applicant is a driller with 10 to 15 years of experience, with little or no management experience, who has completely forgotten theory, is unable to calculate bottom hole pressure or estimate weight on bit in a deviated well by weight, but really knows how to put up a cement bridge. Rarely come real "bison" of age, who do not count anything at all, but quite adequately assess all situations on the basis of experience, since they "smell the well with their guts." Minus - very poor knowledge of the computer. Such specialists are in great demand on projects where management is required, they actually manage and are responsible for all work on the drilling site, and information problems closes the younger staff, who are responsible for the documentation and reports. If young people with insufficient drilling experience come as applicants, then the main thing is to assess the potential of the applicant. An active desire to learn, work, and improve one's qualifications is a prerequisite for the fact that this specialist can eventually become a supervisor.

Everyone needs to be taught. Absolutely everyone. The question is how? Oil and gas producing companies, as part of their professional development, train their personnel in various courses, both on a domestic basis and with the use of foreign management. TNK-BP demonstrated the most systematic approach to training. The TNK-BP Drilling Department has developed a program to accelerate the development of competencies for young drilling professionals. The first group was recruited in 2006. Over the course of three years, 19 courses were completed - from programs to develop communication skills and leadership qualities to purely technical trainings. The future drillers mastered the theory and worked their way up from interns in the drilling crew to supervisors and engineers, working in various business units of TNK-BP. In ordinary life, it would take 8-10 years to acquire this knowledge.

Drilling supervising, as we understand this type professional activity, and even with the Russian mentality, is not yet taught anywhere. We have created our own licensed training center in our company, developed and are implementing a number of training programs that, in our opinion, are most suitable for modern requirements to this species activities. But further development and systematic systematic training of supervisors is required, which includes not only advanced training courses, but also testing, identifying weaknesses, theoretical training, including doing homework. term papers, practical trainings on "debriefing", internships at various facilities under the guidance of curators, re-testing, confirmation of qualifications, etc.

All this costs money. So we got to the economy. Indeed, the main cost item for the implementation of supervisory services is the remuneration of staff. How much does a drilling supervisor cost today?

If you read various analytical and review articles, especially those where the sources of information are recruiting agencies, then the supervisor in Russia receives at least 4000 - 6000 dollars per month. And if you look at real salaries, it is half that. Moreover, at a minimum - these are service companies, at the maximum - Western and tailored according to a Western model (such as Smith Production), and in the middle - an ordinary customer service supervisor in oil company. And, of course, you will never know for sure whether this is the whole salary or you can add field money, food, payment for the road from the office to the house, etc. to it.

The calculation of the cost of the company's services (daily rate) is usually attached to the tender documentation and / or to the contract. Let's consider on the example of services for technical and technological supervision, what constitutes the daily rate. With a supervisor's salary of 60 thousand rubles. per month (the minimum rate of an engineer of the second category, only an intern receives less for probationary period), taking into account the coefficient 1/13 (shift change) and vacation pay - together with taxes, about 200 thousand rubles are obtained.

A large item of expenditure in the company is transportation services. The direct costs of the project include the cost of transporting personnel to the work site. The cost of air tickets is extremely variable, you book a week in advance - one price, in one day - twice as much. It is necessary to provide a hotel for at least one day in the city of arrival. Field allowance can be attributed to costs up to 700 rubles / day. The cost of food at the facility, if it is by bank transfer, will be divided into two parts - food itself and food service. The first part is due to field allowances, the second - as overhead costs of the enterprise. The service costs as much as the food itself. Cheaper than 300 rubles. per day, not to feed, therefore, plus another three hundred. If we take at least 400 rubles for field trips, then the total travel expenses will be 30-32 thousand rubles.

Depreciation of office equipment (computer, printer, scanner, fax, camera and mobile phone) is an inevitable expense item. All this equipment works in the field and the possibilities to reduce its cost are limited, attempts to purchase cheap equipment lead to an increase in the cost of replacement and repair. In total, it will pull on 80 - 90 thousand, or taking into account depreciation - by 3.3 thousand per month. In addition, all this equipment has weight and you also need to pay for transportation, as for excess weight in excess of 20 kg. We get another 3.5 thousand. We should not forget about the set of regulatory and technical literature - the cost per post is about 15 thousand rubles. It is clear that this set can be used for more than one year, but ... any paper ages not only physically - directories are updated, new documents, additions, changes, etc. appear. Finally, the supervisor must have consumables - paper, pens, notepads, flash drives, disks and other trifles that cost, albeit small, but money, about 2 .5 thousand

Workwear is also a direct cost. You can purchase the entire set for 6 thousand rubles. (About how much a good pair of boots cost). It will not only look unpresentable (we are talking about a supervisor after all), but it will also not perform its main functions - to protect from cold, heat and dirt. Don't forget about funds personal protection, on additional insurance for field personnel. Plus communication costs - even if the customer information channel is used, field personnel must be able to communicate with their own office. All together it will cost about 9 thousand rubles.

The regional supervisor must have a car. The cost of a used four-wheel drive diesel jeep is 300 - 350 thousand plus maintenance and inevitable repairs.

Some customers do not provide jobs and places for staff to live, then you will have to drag your own wagon-house to the facility at a cost of about 500 thousand rubles. and spend on transportation.

A satellite terminal costs about 150 thousand rubles, as a rule, the customer pays for traffic.

A special article is staff training. Mandatory certification in industrial safety and well management at the GNVP costs 12-16 thousand for each specialist. Total: the standard calculation shows that the minimum cost of services for technical and technological supervision per day with a super salary of 60 thousand rubles. is 10,400 rubles. excluding VAT. With a salary of 70 thousand rubles. the daily rate will be 11,700 rubles. Obviously, it is not possible to further reduce this cost so that the company continues to provide qualified services and make a profit (for which, in fact, the company was created).

The competition in the market is so high that many companies today go to a significant reduction in the cost of their services. Service companies are ready to work at a loss on individual projects - if they have the opportunity to cover it with profits received from other projects. Since the choice of the customer in this case is predictable, other bidders who offer a minimum but “realistic” price for their services are automatically deprived of the scope of work. Unfortunately, as experience shows, now the price of the proposal has become the determining factor, and no other aspects are taken into account.

That's how it is in current year our company lost the tender for the provision of services at the facility, where it had previously worked for two years. Unfortunately, the latter fact could not influence the decision of the customer to make a choice in favor of the company, which indicated in the application the cost of services in the amount of 9 thousand rubles. per day.

On the one hand, the reduction in prices for services allows the company to get the volume of work, on the other hand, it excludes the possibility of further development. It is very easy to drop prices - and it is almost impossible to raise them in the foreseeable future ...

From a private conversation with one of the managers of the oil company, I get confirmation of what I always suspected, the maintenance of its own supervising service costs the company more than the outsourced service. For what? First of all, the overhead costs are much higher ...

But still common sense must prevail. If the customer of supervisory services wants to get a good result, the issue price should be only one (albeit important) factor in choosing a company providing services. Another, no less, but more important, is the quality of the work.

  • 1.4. The Regional Drilling Supervisor should be able to:

  • Develop proposals for improving design solutions for the well drilling process;
  • Use software products for the preparation and transmission of reports;
  • Correctly convey information to the manager without distorting the actual data production process well drilling;

  • Organize the work of the team of performers;
  • Evaluate the performance of drilling supervisors at the field;

  • Prepare service documentation with an accurate description of the signs and types of complications that arise during drilling of a well, the actions of the drilling team and the results of eliminating complications and accidents;
  • Make decisions on elimination of complications and accidents;
  • Make prompt decisions to minimize risks, as well as to correct the course of the production process of drilling a well;
  • Use instrumentation readings and geological and technical survey data to assess the progress of the well drilling process in accordance with design decisions;
  • Identify and assess the risks of deviation from design decisions in the process of drilling a well;
  • Read technical documentation;
  • Form a shift task for the personnel involved in the drilling process, based on project documentation, plans and work programs;
  • 1.5. The regional drilling supervisor is appointed and dismissed by order CEO Institutions in accordance with the current legislation of the Russian Federation.

    1.6. The Regional Drilling Supervisor reports to the General Director of the Institution and the Head of the Production Technologies Division

    2. Labor functions

  • 2.1. Informing the customer about the progress of the production process of drilling wells in the fields.

  • 3.1. Consolidation and provision to the customer of acts of work performed at well construction sites.
  • 3.2. Summarizing daily reports and providing the customer with consolidated information about the work done and planned at the field.
  • 3.3. Informing the customer about the violations of the technology of work, violations of industrial safety and ecology.
  • 3.4. Collection and provision of reports to the customer upon completion of well drilling in the fields.
  • 3.5. Informing the customer about the possible prohibition of work with justification of the reasons.
  • 3.6. Informing the customer about incidents, emergencies at the well drilling site.
  • 3.7. Conducting meetings with supervisors on the execution of work and planning the production task.
  • 3.8. Analysis of daily reports of supervisors on work at well drilling sites.
  • 3.9. Verification and consolidation of the scope of work performed by contractors at the fields.
  • 3.10. Coordinating the actions of supervisors when adjusting the production process of drilling wells.
  • 3.11. Consolidation of information coming from supervisors from all well drilling sites.
  • 3.12. Organization and maintenance of constant operational communication with drilling supervisors working in the fields.
  • 3.13. Organization and control of the work of drilling supervisors, as well as control over the performance of their duties.
  • 3.14. Development together with the supervisor and the contractor of an operational plan for the elimination of the accident and bringing the plan to the personnel.
  • 3.15. Planning, together with the supervisor, the work of contractors in the event of an emergency or emergency situation, bringing their powers to the contractors' personnel.
  • 3.16. Organize and ensure, together with the supervisor, the execution of the operational plan.
  • 3.17. Analysis of the causes of accidents, development of measures to prevent accidents.
  • 3.18. Implementation of management and organizational and methodological support of supervising drilling of wells in the fields.
  • 3.19. Checking and ensuring the availability of project documentation, programs (plans) of work at the fields.
  • 3.20. Monitoring the execution of shift tasks in the course of work at the fields.
  • 4.3. Enter into relationships with departments of third-party institutions and organizations to resolve issues within the competence of the regional drilling supervisor.

    4.4. Participate in the discussion of issues that are part of his functional duties.

    4.5. Make suggestions and comments on the improvement of activities in the assigned area of ​​work.

    4.6. Contact the relevant authorities local government or to the court to resolve disputes arising in the performance of functional duties.

    4.7. Use information materials and legal documents necessary for the performance of their duties.

    4.8. Pass certification in the prescribed manner.

    5. Responsibility

    The Regional Drilling Supervisor is responsible for:

    5.1. Failure to perform (improper performance) of their functional duties.

    5.2. Failure to comply with the orders and instructions of the General Director of the Institution.

    5.3. Inaccurate information about the status of the execution of assigned tasks and instructions, violation of the deadlines for their execution.

    5.4. Violation of the internal labor regulations, fire safety and safety regulations established in the Establishment.

    5.5. Causing material damage within the limits established by the current legislation of the Russian Federation.

    5.6. Disclosure of information that became known in connection with the performance of official duties.

    For the above violations, the regional drilling supervisor may be brought to disciplinary, material, administrative, civil and criminal liability in accordance with the current legislation, depending on the severity of the offense.
