It has been established that the tariffing and assignment of categories are carried out on the basis of the Unified Tariff Qualification Handbook or taking into account professional standards.

ETCS or professional standard

The Unified Tariff and Qualification Directory of Works and Professions of Workers is applied along with professional standards, as indicated in Labor Code of the Russian Federation. The employer has the right to decide which of these documents to use. It is very easy to download ETKS on the Internet, and you can select only the necessary sections, while acting with the necessary care in order to comply with information security standards.

When making employment contract and work book, other documents and information about labor activity it is important to prescribe the name of the position held in strict accordance with the indicated normative documents. This is important because if she is on list 1 or 2 or there are some benefits for such workers, for example, upon retirement, the names must be used exactly as in the directory or professional standard, otherwise Pension Fund may refuse to enroll this period of activity in the special experience, and will have to prove it in court.

Almost every employer asks the question “How much should an employee of a certain profession be paid?”. The reason for the appearance of such questions is that the salary of employees can vary depending on many factors. The main factor on which the amount of remuneration depends is the qualification of the employee, because workers with specific skills in a particular industry can produce better products and services.

The abbreviation ETKS stands for "Unified Tariff and Qualification Reference Book of Works and Professions of Workers." At first glance, one might think that this is a kind of book, but in fact, ETKS is a huge collection of essays, which has more than 50 volumes. Experts are constantly working on its improvement.

This directory contains information about all professions that exist on the territory of the Russian Federation. This information is presented as tariff-qualification characteristics, which were developed in accordance with each category of each specialization of workers. These characteristics include the requirements put forward for workers of each qualification in a particular profession.

ETKS professions is official document, which is approved by the authorities and has legislative force in some moments. The prerequisites for its creation appeared in the Soviet Union: each worker in the country received a salary in accordance with his professional skills and rank.

Professional development meant an increase official duties, remuneration and, accordingly, a document on the qualification assignment had to be submitted to the workplace.

Relevance of the directory

The relevance of this handbook is as follows:

  • This system, as it was, and remains very convenient. Since ETKS has been developed for quite a long time, and changes continue to be made to it, it is perfected to the smallest detail. The employer does not need to determine how much to pay his employees. It will be enough for him to look into this directory and find the relevant requirements for employees the right profession.
  • The second point is that the public sector of the economy has been preserved in the Russian Federation. It must necessarily be dominated by order and control due to the fact that we are talking about the state budget, which must be clearly planned, and state budget expenditures must be accounted for.
  • When it comes to private business, important point in the relations of a private entrepreneur with the state are taxes, benefits and Labor Code and other documents that include norms labor law. In tax audits, with the help of ETKS, any expenses and differences in wages of workers in the same profession can be justified. For example, two locksmiths will have different salary because they have different ranks.

ETKS is used in such institutions:

  • in organizations of large-scale production;
  • in educational organizations;
  • in public authorities;
  • in firms in order to regulate the activities of employees.

The principle of working with a document

Positions common to all sectors of the economy

The first section of the ETKS includes the professions of workers in all sectors of the economy. It was developed on the basis of the ETKS issue that was in effect before. In this section, the rates of work have been improved in accordance with the scientific organization of labor and scientific and technological progress.

Usually in this directory, each profession is placed in a specific section and occurs only once. The first section contains professions that are not specific to a particular industry.

Below is an example of a section of professions for all sectors of the economy:

Profession name Discharge range Job Description Must know
Accumulator 1-5 The employee must be able to work with batteries. The complexity of this work depends on the category of the worker. The design and principle of operation of batteries, the basics of physics and electrical engineering, etc.
Car driver 4-6 Manage all road transport, troubleshooting that may occur on the road, diagnostics of the condition of cars, etc. The principle of operation of all mechanisms of the car, rules traffic etc.
Cleaner 1 Maintenance environment in order. Sanitary rules, safety rules. Etc. When performing work in crowded places - 2nd category.

This is an example of an ETKS design. To find the right profession, you need to find the right section on the Internet, and from there take all the information of interest.

Where and what editions can be downloaded

In 2019, the ETKS remains relevant as amended in 2008. In total, there are 68 published brochures in the Russian Federation, representing the entire characteristics of most professions. They are grouped by industry to make it easier to find. You can download ETKS as the entire guide, or by sections.

It includes the following sections:

  • "Professions for all sectors of the economy";
  • "Foundry works";
  • "Oil and gas production works";
  • "Construction works";
  • "Production of equipment";
  • "Restoration works", etc.

The very first edition of ETKS was issued back in the Soviet Union, in the 80s. After that, it is constantly being refined by specialists. Finding sections of the directory on the Internet is not difficult, so anyone can download it for free and find out for their specialty, what requirements are put forward for it, and what payment should be.

Communication with accounting

ETKS is necessarily used by organizations that have chosen a tariff system as a settlement with their employees. The basis for the calculation of wages are the tariffs indicated in this handbook, as well as the nature of the work and its complexity.

This document states that the salary of workers may be higher than specified if there are conditions that complicate the labor process. In accordance with labor legislation, if a tariff-free remuneration system was chosen, then salary accounting should be carried out in accordance with, otherwise, when calculating salaries, it will be necessary to rely on the rates specified in the ETCS.

Employees structural divisions In the course of their activities, they can make such mistakes, which are quite common:

  • The employee does not correspond to the qualifications of the position held. According to labor law, some professions can be performed by people with the appropriate education. If the employee performs his duties competently, then a commission may be convened to assign him the highest rank. Most often, an unqualified employee occupies a position, and this is a gross violation of the Labor Code of the Russian Federation;
  • The second popular mistake is the appointment of incentive payments without reason. Here we are talking about the fact that the organization must have certain documents regulating the calculation of bonuses.
  • Another violation is the erroneous calculation of wages when overtime work, and labor process in difficult conditions. According to ETKS, wages in such situations should increase. The organization should have a strategy of behavior in such situations, which the accountant will rely on when calculating salaries.

The use of ETKS professions in practice

ETKS becomes necessary in such situations:

  • drawing up an employment contract;
  • increase in the rank of an employee;
  • calculation of wages, depending on the qualifications assigned;
  • assessment of special skills and abilities of personnel.

In practice, this guide becomes necessary immediately when they begin labor Relations. As soon as it starts to form contract of employment, there are problems in establishing the duties of a potential employee. These responsibilities should be fixed in the text of the contract or in the job description.

To solve this problem, the employer will need to contact the ETCS of professions. To do this, you need to find the right edition of the guide. The sections in these editions are in a chaotic order.

Some editions of this handbook have the same title but different content. This happened due to the constant updating of production technologies. With the advent of the Internet, the problem of finding the right issue of ETKS has virtually disappeared, making it easier for payroll personnel or assessing worker skills.
