6 INTRODUCTION The problem of ensuring road safety in road transport is recognized in the Russian Federation as one of the tasks facing society and the state, and is of major social, economic and demographic importance. Every year in Russia there are more than 200 thousand road accidents, in which about 27 thousand people die and up to 250 thousand are injured. Accidents cause enormous moral damage both to society as a whole and to individual citizens. Road traffic injuries lead to the exclusion of people of working age from the sphere of production. Children die and become disabled - the irreplaceable potential of society. The country's economy suffers direct and indirect losses. The annual total socio-economic damage from the consequences of road traffic accidents is estimated at about 1 trillion rubles a year. The situation looks particularly alarming when comparing Russia with the most developed countries. In particular, on the basis of 100,000 inhabitants, almost five times more people die in road traffic accidents in Russia than in the Netherlands, and twice as many as in the Czech Republic, despite the fact that the level of motorization in these countries is many times above Russian. Constant attention is paid to the solution of the problem of road safety in Russia. This work is based on the program-target approach. Currently, at the federal level, there is a federal target program"Improving Road Safety in Years". It is planned to allocate more than 30 billion rubles for its implementation from various sources. Corresponding programs are also being implemented at the level of the subjects of the Russian Federation. Ensuring road safety (RTSA) is a complex and large-scale set of activities that are carried out at various levels of road transport management. Road traffic safety is ensured by coordinated actions of federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local government, public associations, legal and individuals. Road safety activities are carried out in a number of areas, in particular: 6

7 - development and improvement of the system of regulatory legal acts on road safety: technical regulations, rules, standards, technical norms and others normative documents; - organization of traffic; - material and financial support for road safety measures; - organization of training of drivers of vehicles and training of citizens in the rules and requirements of traffic safety; - carrying out a set of measures for medical provision of road safety; - implementation of mandatory certification or declaration of conformity of vehicles, as well as components of structures, items of additional equipment, spare parts and accessories of vehicles; - licensing certain types activities carried out in road transport; - implementation of a socially oriented policy in the field of transport insurance; - implementation of federal state supervision in the field of road safety. The main role in this work belongs to the authorities government controlled. Law 1 establishes the priority of the responsibility of the state for ensuring road safety over the responsibility of citizens participating in road traffic. However, this does not mean that the subjects of transport activities are not subject to requirements to ensure the safe operation of road transport and that they are not responsible for meeting these requirements. The task of the subjects of transport activity is to ensure the safety of transportation, which is an integral constituent part activities to ensure road safety. Road transport is the most popular mode of transport. Hundreds of thousands of transport entities currently operate in this sub-sector legal entities and individual entrepreneurs carrying out activities related to the operation of vehicles intended for the transport of passengers and goods. 1 Federal Law of December 10, 1995 No. 196-FZ “On Road Safety” 7

8 Due to the peculiarities of the privatization process and the development of the road transport market in Russia, a large number of entrepreneurs, managers and workers of various profiles who do not have a sufficient level of vocational training. Their lack of the necessary experience, knowledge and skills has a particularly strong effect on the fulfillment by the subjects of transport activities of the requirements for ensuring road safety. In view of the foregoing, one of the important tasks of the road traffic safety complex is the continuous professional development of managers and specialists responsible for the safe operation of road transport. This teaching aid is intended for use in the advanced training of managers and specialists responsible for the safe operation of road transport in the organization of the educational process, both in the traditional, full-time form, and using distance learning technologies when providing educational services. The manual is built on a modular basis and includes the following training modules: - module 1 - general principles for ensuring the safe operation of road transport; - module 2 - ensuring security in the organization of transportation of passengers and goods by road; - module 3 - ensuring security in the organization of transportation of bulky, heavy, and dangerous goods. Each learning module includes:- general characteristics activities to ensure road safety and transportation in the relevant segment of motor transport activities; - basic requirements for the relevant aspect of ensuring transportation safety; - an indication of the regulatory legal acts regulating road safety in the relevant segment of motor transport activities; - basic knowledge and skills that are required from specialists responsible for ensuring the safe operation of road transport in the subjects of transport activities; - elements of "good practice" of road traffic safety in the relevant segment of motor transport activities; - questions for self-examination. eight

9 The materials of the manual refer to the organization of transportation on the territory of the Russian Federation. It should be taken into account that the system of regulation of motor transport activities in the Russian Federation is constantly being improved. In particular, new normative legal acts are being put into effect and existing normative legal acts are being corrected. Table 1 lists the normative legal acts referenced in this manual and their abbreviations used in the text. The provisions of regulatory legal acts given in this manual are current as of September 2014. An integral part of this manual is a PowerPoint presentation that contains: - the fundamentals of this course, given in a concise form for ease of study and repetition of the material; - illustrative materials that reveal and supplement the content of the text part of the manual. 9

GENERAL PRINCIPLES OF ENSURING THE SAFE FUNCTIONING OF ROAD TRANSPORT As a result of studying this module, the student must: Know: - General requirements for the organization and implementation of activities to ensure the safety of transportation of passengers and goods in force in the Russian Federation; - general requirements for the organization and implementation of activities to ensure road safety; - duties of the person responsible for ensuring road safety; - basics of planning activities for traffic safety; - fundamental provisions for ensuring the professional competence and professional suitability of road transport workers from the standpoint of the road traffic safety; - bases of the organization of safe operation of motor transport. Be able to: - develop and maintain documentation on traffic safety in the organization; - organize work on admission to driving vehicles; - organize driver training in the organization; - organize maintenance of vehicles; - keep records and analysis of accidents and traffic violations in the organization; - plan training and coaching of drivers. Own: - the provisions of the rules for ensuring the safety of transportation; - basic principles of professional selection of drivers; - methods of conducting internships and instructing drivers on transportation safety; - the principles of organization of pre-trip and post-trip control of the technical condition of vehicles. General requirements for the organization and implementation of activities to ensure the safety of transportation of passengers and goods Ensuring traffic safety is the responsibility of the subject of transport activities. fourteen

15 One of the statutory obligations of subjects of transport activity 2 is the organization and implementation of measures to ensure road safety. The relevant requirements are formulated in article 20 of the Federal Law on road traffic safety. In accordance with it, legal entities and individual entrepreneurs carrying out activities on the territory of the Russian Federation related to the operation of vehicles are obliged: functions for the development of state policy and legal regulation in the field of transport; - organize the work of drivers in accordance with the requirements that ensure road safety; - comply with the regime of work and rest of drivers established by the legislation of the Russian Federation; - create conditions for advanced training of drivers and other employees of automobile and land urban electric transport, ensuring road safety; - analyze and eliminate the causes of traffic accidents and traffic violations involving their vehicles; - organize mandatory medical examinations and activities to improve the skills of vehicle drivers in providing first aid to victims of road traffic accidents 3 ; - ensure the compliance of the technical condition of vehicles with the requirements of road safety and prevent vehicles from being used if they have malfunctions that threaten road safety; - ensure the fulfillment of the obligation established by federal law to insure the civil liability of vehicle owners; 2 The subject of transport activity is a legal entity or an individual entrepreneur carrying out activities on the territory of the Russian Federation related to the operation of vehicles intended for the transport of passengers and goods. 3 In accordance with the requirements of the Federal Law - traffic safety, as well as the Federal Law-OOZ. fifteen

16 - equip vehicles with tachographs - technical means of control that provide continuous, uncorrected registration of information about the speed and route of vehicles, about the mode of work and rest of vehicle drivers. The listed duties are aimed, first of all, at preventing the causes of road traffic accidents and reducing the severity of their consequences, which is the subject of the road traffic safety. Commercial benefits and safety of motor transport activities. There is an opinion that the implementation of security measures, as a rule, is in conflict with the commercial interests of the subject of transport activity. Any road safety measures require expenditure of funds and time; employees are distracted from "productive" work. Drivers who strictly comply with all safety requirements bring to the enterprise less income than those who “drive fast” and do not observe work and rest regimes. Long-term domestic and world practice refutes this point of view. Indeed, saving on safety and risky driving can provide immediate benefits. However, in the long term, an enterprise with a high level of safety also has a higher market reputation, which is most valued by consumers of transport services. Such an enterprise also avoids fines and payments related to compensation for its own and others' damage caused by an accident. In addition, the high discipline and exactingness regarding safety requirements makes the staff to be more disciplined also in the production and commercial activities. The law unequivocally resolves the contradiction between safety and commercial benefits in favor of safety, declaring the priority of the life and health of citizens participating in road traffic over economic results economic activity 4. At the same time, it prohibits legal entities and individual entrepreneurs in any form to force drivers to violate their traffic safety requirements or encourage them for such a violation of Art. 3 FZ - BDD

17 Rules for ensuring the safety of transportation. The law establishes that the subjects of transport activities are obliged to comply with the rules for ensuring the safety of transportation of passengers and goods by road transport and urban ground electric transport, approved by the federal executive body that exercises the functions of developing state policy and legal regulation in the field of transport. Such rules are, in particular, the “Rules for ensuring the safety of transportation of passengers and goods by road and urban ground electric transport (approved by order of the Ministry of Transport of Russia dated January 15, 2014 7, hereinafter POB). The POB is the most up-to-date document regulating the obligations of subjects of transport activities in terms of road safety. The requirements contained in this document are divided into three groups: 1) ensuring the professional competence and professional suitability of employees of the subject of transport activity; 2) ensuring the compliance of vehicles used in the course of operation with the requirements of the legislation of the Russian Federation on technical regulation; 3) ensuring safe conditions for the transportation of passengers and goods, including transportation under special conditions. The issues of ensuring the professional competence and professional suitability of employees of the subject of transport activity, as well as ensuring the compliance of vehicles used in the process of operation with the requirements of the legislation of the Russian Federation on technical regulation are considered in this training module. Methods for ensuring safe conditions for the transportation of passengers and goods, including transportation under special conditions, are discussed in module 2. Module 3 is devoted to the issues of ensuring safety in the transportation of oversized, heavy and dangerous goods by road. Along with the POB, the industry has a significant number of regulatory legal acts regulating various aspects of road safety. These include both documents developed in recent years and normative legal acts that were put into effect in the Soviet period, but have not been canceled and have not lost their legal force. 17

18 The primary task of employees involved in traffic safety is to constantly study the content of regulatory legal acts so that they can freely navigate their provisions and use them in their activities. Special requirements for organizations performing transportation. Depending on the nature of the operation of vehicles, all subjects of transport activity are divided into two categories: - entities operating vehicles to meet their own needs; - entities performing transportation, i.e. providing paid transportation services to third parties, transporting passengers or goods on the basis of relevant transportation contracts. The belonging of an organization to a particular group is determined, first of all, by the types of activities specified in its charter, in particular, the presence or absence of the concept of "transportation" in the charter in one combination or another. The law establishes additional requirements for legal entities and individual entrepreneurs carrying out transportation by road and ground urban electric transport compared to other subjects of transport activities. These requirements are formulated in paragraphs 3 and 4 of Art. 20 FZ-BDD. Legal entities and individual entrepreneurs engaged in transportation by road and urban surface electric transport must: - ensure the presence in the organization of an official responsible for ensuring road safety and who has passed certification in accordance with the established procedure for the right to hold the appropriate position; - ensure that employees meet the professional and qualification requirements for transportation and established by the federal executive body responsible for the development of state policy and legal regulation in the field of transport, unless otherwise established by federal law; - ensure the availability of premises and equipment that allow parking, maintenance and repair of vehicles, or the conclusion of agreements with specialized organizations on parking, maintenance and repair of vehicles; - organize and conduct pre-trip control of the technical condition of vehicles. eighteen

19 In addition, legal entities engaged in transportation by road and land urban electric transport (this provision does not apply to individual entrepreneurs) have the right to establish special rules and impose additional requirements on vehicle drivers to ensure road safety. Such rules or requirements should be developed taking into account the specifics of the transportation being carried out and within the limits of the current legislation of the Russian Federation on road safety. It should be borne in mind that, in accordance with good practice, even in those organizations that transport people and goods exclusively for their own needs, while operating a significant fleet of vehicles, it makes sense to create a road safety system similar to that which is mandatory for enterprises. , performing transportation Responsibility for road safety. Road Safety Service. An important requirement of the law is the requirement for an organization that performs road transport to have an official responsible for ensuring road safety. At the same time, it should be borne in mind that this requirement does not mean the mandatory presence of an appropriate position in staffing organizations. We are talking about the imposition of an organization order on an employee of the relevant duties and the reflection of these duties in his job description. It is these documents that are the object of inspections carried out by supervisory authorities. The main functions of the person responsible for road safety are: - developing measures to prevent road accidents, planning and monitoring their implementation; - maintaining all necessary documentation related to traffic safety; - direct work with the personnel of the organization, whose activities in one way or another affect the provision of road safety; - interaction on behalf of the organization with the traffic police, traffic police, other structures on traffic safety issues. In practice, the question often arises - which official of the organization should be assigned the appropriate duties? 19

20 If the organization’s staff list includes positions of executive heads and specialists of transport enterprises related to road safety and expressly provided for by the “Regulations on the procedure for attestation of persons holding positions of executive heads and specialists of transport enterprises” (hereinafter PPA), namely: - heads or deputy heads responsible for ensuring traffic safety; - heads of departments (or other divisions) of operation and road safety, technical control, transport enterprises, columns (routes), detachments; - dispatchers, mechanics of the technical control department (OTC), mechanics (masters) of columns, detachments, it is advisable to assign these duties to one of these leaders or specialists. If there are no such positions in the staff list, then the corresponding duties can be assigned to any employee of the enterprise, whose functions are close to the functions of the categories of employees listed above. An individual entrepreneur carrying out transportation can assign the relevant duties to one of his employees (if any), or entrust their performance to a third party, having issued such an order documented. Appendix 1 provides an exemplary job description for an employee responsible for ensuring road safety. The requirement to have a responsible for road safety in the organization is a minimum. In organizations with a large number of drivers, the road safety officer who combines this work with the performance of other functions may simply not be able to cope with his duties. In this case, a dedicated staff unit or a special unit of the traffic safety service is required. When deciding on the formation of a road traffic police unit, it is recommended to focus on the following indicators: - if the number of drivers is less than 50 people, it is allowed to entrust road traffic safety to an employee who combines it with other duties; - with the number of drivers, it is necessary to have a special staff unit responsible for traffic safety; - with the number of drivers, it is advisable to create a service (department) of at least 2 people; twenty

21 - if the number of drivers exceeds 500 people in the database service, an additional staff unit should be introduced for every 250 drivers. The person responsible for ensuring traffic safety must have the appropriate qualifications and periodically undergo certification. This requirement also applies to other employees involved in ensuring road safety in the enterprise. It is established by the "Regulations on the procedure for attestation of persons holding positions of executive heads and specialists of transport enterprises" (approved by Order of the Ministry of Transport of Russia and the Ministry of Labor of Russia dated March 11, 1994 13/11, hereinafter PPA). Based on Appendix 1 to the PPA, the following employees of the enterprise are subject to certification: - director or deputy director responsible for ensuring traffic safety; - head of the department (service, group) of operation; - head of the department (service, group) of road traffic safety, technical control; - head of a department (service, group) of an enterprise (subdivision) associated with the operation of vehicles; - head of the automobile (tractor) column; - dispatcher; - a mechanic (control foreman, inspector) of a control and technical point, department (service) of technical control, etc.; - mechanic (master) of the automobile (tractor) column. Certification of executive heads and specialists of organizations, regardless of ownership, is carried out in attestation commissions regional or other government bodies in transport, and in their absence, in the bodies issuing the relevant licenses to organizations. Certification is carried out once every five years. If the organization revealed gross violations of the rules and regulations governing the safe operation of vehicles, or committed traffic accidents with severe consequences, early certification may be carried out. Certification is carried out in order to determine the suitability for work to ensure traffic safety in road transport. During the certification process, the level of knowledge of regulatory legal acts and technical standards for traffic safety is checked, the ability to apply this knowledge in practical activities. 21

22 Certification is carried out, as a rule, after passing advanced training in the direction of "Road traffic safety", which is substantively determined by the order of the Department of Motor Transport of the Ministry of Transport of the Russian Federation dated "On the organization of special training and retraining of persons holding the positions of executive managers and specialists of motor transport and municipal electric transport enterprises related to ensuring road safety”. Specialists of a legal entity or an individual entrepreneur are required to undergo qualification training on the topic "Organization of transportation by road within the Russian Federation" with a certificate of professional competence of the established form (Order of the Ministry of Transport of Russia dated "On approval of standard qualification training programs for specialists of legal entities and entrepreneurs engaged in transportation activities in road transport"). This certificate is valid for 5 years. Qualification training necessary for the implementation of organizational activities for the implementation of road transportation of passengers and goods is subject to: - specialists who, in accordance with the education of an "automotive" profile (The list of relevant specialties in accordance with the CCC is given in Appendix 2) - after 5 years after graduation educational institution for advanced training. Duration 32 hours; - specialists with higher, secondary specialized education of a “non-automotive” profile, as well as persons without special (motor transport) education under a program lasting 82 hours. If the organization performs international transportation, the training of specialists is carried out according to a special program. Priority actions of the traffic safety officer. If the organization is newly created and (or) the position of the person responsible for road traffic safety is introduced in it for the first time, then his first-priority actions after the issuance of the relevant order should be the following: - study of the main documents regulating the activities of road traffic safety (see table 1 in the introduction to this manual); - preparation and approval by the head of the organization of his own job description (see Appendix 1); - formation of a set of documentation on traffic safety (see Appendix 3) 22

23 - analysis of the staff of the organization's drivers. Each driver must have a personal card, which contains the following data: age, driver's license data, categories of vehicles on which the driver has the right to work, education, information about retraining, general work experience and in this organization, place of residence, contact telephones, medical examination data, assignment to a vehicle, preventive work carried out with the driver, registration of traffic violations, traffic accidents. Cards can be kept in paper or electronic form. If a record of drivers is not kept, one of the priorities is to organize it; - study of the structure, number, technical condition and features of the operation of the rolling stock fleet of the organization; - organization of the work of the control and technical point (see p.); - organization of pre-trip and post-trip medical examinations of drivers (see p) Accounting, analysis and investigation of accidents and violations of road traffic safety rules. Any subject of transport activity in accordance with the Federal Law-BDDD is obliged to analyze and eliminate the causes of accidents and violations of traffic rules involving vehicles belonging to them. The work on the analysis of accidents should be based, first of all, on a properly organized accident record, which is carried out in accordance with the UDTP. There is also a uniform for all vehicle owners "Form of registration of accidents by vehicle owners", approved by the Order of the Ministry of Transport of Russia dated April 02, 1996 22 (see Appendix 4). The organization operating motor vehicles must have a log corresponding to this form, where data on all accidents involving the organization's vehicles are entered. Accident accounting and analysis data must be stored in the organization for at least three years.   • longitudinal horizontal inertial forces arising in the process of vehicle braking;
  • transverse horizontal forces arising from the movement of the vehicle on turns and on road curves;
  • vertical forces arising from vibrations of a moving vehicle;
  • friction force (force acting due to friction between the load and adjacent surfaces during the movement of the load);
  • gravity (load weight).

The magnitude of the forces acting on the load must compensate for:

  • a force equal to 0.8 of the weight of the load in the forward direction (longitudinal horizontal in the direction of the vehicle);
  • a force equal to 0.5 of the weight of the load, in the opposite direction of movement and to the sides (left, right) in the direction of the vehicle.

The force of friction is determined taking into account the coefficient of friction, and the force of gravity is determined taking into account the acceleration of free fall.

44. Onboard platforms, cargo platforms for placing cargo, bodies are equipped with devices for linking and securing cargo.

The means of fastening that prevent the movement of the load must be located as close as possible to the floor of the vehicle body, and the angle between the means of fastening and the surface of the floor of the body (platform) must not exceed 60°.

For the stability of the load, it is necessary to use at least two lashing straps when fastening to the platform and two pairs of lashing straps when fastening with braces in the longitudinal and transverse directions relative to the vehicle platform.

The following main directions for ensuring transportation safety can be distinguished.

Survey of road conditions on routes

Before the start of regular transportation, as well as in the process of their implementation, the enterprise is obliged to assess the compliance of road conditions on the routes of the rolling stock with the established requirements of the database.

Assessment of the state of roads and access roads is carried out in the process of surveying traffic routes. The survey is carried out by a commission formed by decision of the executive authorities, with the involvement of representatives of interested organizations - the administration of the relevant territory, the enterprise that carries out transportation, road organizations in charge of the surveyed roads, traffic police officers.

Inspection of road conditions on the routes of regular transportation of goods is carried out at least once, and on the routes of passenger transportation - at least twice a year. Based on the results of the survey, an act is drawn up, which lists the identified shortcomings that threaten the database, and instructs the relevant organizations to correct them.

In accordance with the prescription of the act, the enterprise, until the elimination of deficiencies, depending on the results of the survey:

Does not open traffic on the transportation route;

Stops movement on the route or changes it;

Changes the mode of movement on the route and informs interested organizations and the public about this.

Improvement of working conditions for drivers on the route.

The company is obliged:

Provide conditions for food and rest for drivers on regular transportation routes;

To provide for the time and place of rest for drivers on the way when they are sent to long-distance flights and to work away from their permanent base;

Monitor compliance with the norms of bus capacity and vehicle loading, as well as recommendations on the location and securing of cargo;

Ensure compliance with labor protection and safety standards when performing loading and unloading operations.

Ensuring safe traffic conditions through railway crossings. A railway crossing must be equipped in accordance with the "Instructions for the construction and maintenance of railway crossings", approved by the Ministry of Railways of the USSR on May 19, 1985, No. TsP / 4288. Crossings are divided into regulated and unregulated. Regulated crossings include crossings, the movement of vehicles through which is regulated by a traffic signaling device or an employee on duty. Unregulated crossings include crossings where there are no such devices and an employee on duty, and the level of the database is assessed and provided by car drivers.

The opening of regular bus routes passing through unregulated railway crossings is prohibited.

Movement through railways carried out by drivers in accordance with the current traffic rules (Appendix 8).
