Decree of the Government of the Russian Federation of May 21, 2016 N 451
"On the Government Commission for regional development in Russian Federation"

The Government of the Russian Federation decides:

1. Transform the Government Commission for Territorial Planning in the Russian Federation into the Government Commission for Regional Development in the Russian Federation.

2. To approve the attached Regulations on the Government Commission for Regional Development in the Russian Federation.

3. The Ministry of Economic Development of the Russian Federation to prepare and submit to the Government of the Russian Federation a draft order of the Government of the Russian Federation on the approval of the composition of the Government Commission for Regional Development in the Russian Federation.

4. In paragraph 21 of the Regulations on the preparation and approval of the draft territorial planning scheme of the Russian Federation, approved by Decree of the Government of the Russian Federation of March 23, 2008 N 198 "On the procedure for preparing and approving the draft territorial planning scheme of the Russian Federation" (Collected Legislation of the Russian Federation, 2008 , N 13, item 1303; 2012, N 40, item 5460; 2014, N 15, item 1750; 2015, N 2, item 459; N 20, item 2920; N 46, item 6377), the words "territorial planning" shall be replaced by the words "regional development".

5. Recognize as invalid:

paragraph 2 of the amendments to the acts of the Government of the Russian Federation on territorial planning in the Russian Federation, approved by Decree of the Government of the Russian Federation of September 26, 2012 N 980 "On Amendments to Certain Acts of the Government of the Russian Federation on Territorial Planning in the Russian Federation" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2012, N 40, art. 5460);

paragraph 16 of the amendments that are made to the acts of the Government of the Russian Federation, approved by Decree of the Government of the Russian Federation of December 26, 2014 N 1505 "On the introduction of amendments and invalidation of certain acts of the Government of the Russian Federation" (Collected Legislation of the Russian Federation, 2015, N 2, article 459).

1. The Government Commission for Regional Development in the Russian Federation (hereinafter referred to as the Commission) is a coordinating body formed to ensure interaction between federal executive authorities and executive authorities of the constituent entities of the Russian Federation on the development and implementation of the main directions of state policy in the field of integrated socio-economic development of the subjects of the Russian Federation and municipalities, including issues of interbudgetary relations, urban planning activities, capital investments in order to implement national projects in the constituent entities of the Russian Federation, federal targeted investment program, other government programs Russian Federation.

2. The Commission is guided in its activities by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, decisions of the Council under the President of the Russian Federation on strategic development and national projects and the Development Council under the President of the Russian Federation local government as well as these Regulations.

3. The main tasks of the Commission are:

a) formation and coordination of the implementation of the main directions of state policy in the field of integrated socio-economic development of the constituent entities of the Russian Federation and municipalities;

b) determination of priorities, goals and objectives of the regional development of the Russian Federation, including in the implementation of capital investments involving funds from the budgets of the budgetary system of the Russian Federation;

c) development of common principles and approaches to the formation and provision of interbudgetary transfers;

d) coordination of construction, reconstruction and overhaul capital construction projects in the constituent entities of the Russian Federation for the purpose of implementing national projects, the federal targeted investment program, state programs of the Russian Federation;

e) preparation of proposals for improving the regulatory legal regulation in order to ensure the sustainable development of the constituent entities of the Russian Federation, including in the implementation of urban planning activities in the territories of the constituent entities of the Russian Federation.

4. In order to fulfill the tasks specified in paragraph 3 of these Regulations, the Commission exercises control over the implementation of the decisions of the Commission.

5. The Commission as its working body includes the presidium (headquarters). Within the framework of the Commission, working groups may be created.

6. The Commission is headed by the Chairman of the Commission - Deputy Chairman of the Government of the Russian Federation, who is entrusted with coordinating the work of federal executive bodies on state policy in the field of integrated socio-economic development of the constituent entities of the Russian Federation and municipalities.

7. The Commission includes deputy heads of federal executive bodies that are the main administrators of budgetary funds when making investments in the form of capital investments in the implementation of national projects, the federal targeted investment program, state programs of the Russian Federation, representatives of federal executive bodies that carry out control and supervisory functions in areas falling within the jurisdiction of the Commission, and other persons, as well as senior officials of the constituent entities of the Russian Federation (heads of the highest executive bodies state power subjects of the Russian Federation).

8. The composition of the Commission is approved by the order of the Government of the Russian Federation.

9. The Presidium (headquarters) of the Commission is headed by the Chairman of the Commission.

10. The order of work, as well as the composition of the presidium (headquarters) of the Commission are approved by the chairman of the Commission.

11. The commission and its presidium (headquarters) have the right to:

a) ask for in due course information (including monitoring materials) from federal executive authorities, executive authorities of the constituent entities of the Russian Federation and local governments, as well as scientific, public and other organizations on issues within the competence of the Commission;

b) to hear at its meetings representatives of federal executive authorities, executive authorities of the subjects of the Russian Federation and local governments, scientific, public and other organizations on issues within the competence of the Commission;

c) to involve, in accordance with the established procedure, representatives of federal executive authorities, executive authorities of constituent entities of the Russian Federation and local governments, as well as scientific, public and other organizations for participation in the work of the Commission;

d) submit, in the prescribed manner, to the Government of the Russian Federation proposals on issues within the competence of the Commission;

e) exercise other rights provided for by this Regulation and regulatory legal acts of the Government of the Russian Federation;

f) take decisions in accordance with the established procedure, binding on all executive bodies represented in the Commission, in order to ensure the fulfillment of the tasks of the Commission and its presidium (headquarters).

12. The Presidium (headquarters) of the Commission has the right to consider disagreements on projects federal laws and other legal acts in accordance with the established competence of the Commission.

13. The composition of the working groups of the Commission, as well as the provisions on them, are approved by the chairman of the Commission.

14. Preparation and organization of the meetings of the Commission are carried out by the executive secretary of the Commission.

15. Meetings of the Commission are held as needed, but at least once a quarter.

16. The meeting of the Commission is held by the Chairman of the Commission or, on his instructions, the Deputy Chairman of the Commission.

17. Decisions of the Commission are taken, as a rule, by common consent. Based on the proposal of a member of the Commission, a vote may be held by decision of the chairperson. In this case, the decision is taken by a majority vote of the members of the Commission present at the meeting. In case of equality of votes, the chairperson's vote is decisive.

18. The Chairman of the Commission may decide to hold an absentee vote of the members of the Commission. In this case, the members of the Commission shall be notified of this with an indication of the period by which they may submit in writing an opinion on the issue submitted for absentee voting.

20. Decisions taken at meetings of the Commission are documented in minutes. Minutes of the meeting of the Commission are sent to the members of the Commission, as well as bodies, organizations and officials at the direction of the chairperson of this meeting.

21. The executive secretary of the Commission, in agreement with the chairman of the Commission, organizes the holding of the meeting of the Commission, forms the agenda of the meeting, informs the members of the Commission about the next meeting, and also maintains and draws up the minutes of its meeting.

22. Control over the execution of decisions of the Commission is carried out by the executive secretary of the Commission.

23. Analytical support for the activities of the Commission is carried out by an autonomous non-profit organization"Analytical Center under the Government of the Russian Federation".

24. Organizational and technical support for the activities of the Commission and the presidium (headquarters) of the Commission is carried out by the Office of the Government of the Russian Federation.

The regulation on the Governmental Commission for Regional Development in the Russian Federation, the legal successor of the Governmental Commission for Territorial Planning, was approved.

The Commission is a coordinating body for coordinating the actions of interested federal executive authorities (FOIV), coordinating the interaction of the federal executive authorities with regional and municipal authorities in the preparation of strategic and territorial planning documents for the sustainable development of the territory of Russia.

The commission is entrusted with the functions of considering draft documents strategic planning defining priorities, goals and objectives of regional development. It analyzes draft strategic and territorial planning documents in terms of their mutual compliance and assessment of the impact on the integrated development of regions and municipalities, and also develops proposals for disseminating the best socio-economic practices of the subjects of the Federation.

The powers of the commission, its composition, the procedure for making and formalizing decisions have been established. The composition of the commission is approved by the Government of the Russian Federation, and its chairman is the Deputy Chairman of the Government of the Russian Federation. By general rule The decisions of the commission are binding on the executive authorities.
