Thus, this period practically coincides with the beginning of the introduction of the first Western sanctions against Russia, which created an inevitable vacuum both in foreign investors and in Western technologies. Nevertheless, by September 2017, the commissioning of new plants and workshops reached a record level, despite the ongoing colossal sanctions pressure and attempts to isolate Russia from everything, the so-called civilized world.
After years of deliberation, Daimler announced this winter that a plant in Russia would be built after all. Now, just four months after the official announcement of intentions, the groundbreaking ceremony for the future enterprise has taken place.
The plant will be built under the so-called special investment contract (SPIC) within the framework of the Decree of the Government of the Russian Federation No. 708 of 07/16/2015. The essence of the SPIC is that it consists between Russian government and the investor, while the latter guarantees the investment of money (at least 750 million rubles) and the creation of jobs, and the Russian side promises him measures to stimulate activities and stable business conditions. This means that the Daimler concern will not be included in the industrial assembly program, according to which most of the "foreign" car plants in Russia operate.
Model of the future Daimler plant
Under the new plant, the government of the Moscow region allocated the territory of the former military town in the Solnechnogorsk district of the Moscow region, which is about 40 kilometers north-west of the capital (closer to the main sales market, not otherwise). Now this area is called Esipovo industrial park. The site is located in the middle of the forest, a couple of kilometers from the Leningrad highway. Now there is only bare asphalt, but the development of an area of 85 hectares has already begun: a road has been laid, construction equipment is being brought up. Welding and body painting shops, an assembly shop and warehouses will be built here. The total area of buildings is 95 thousand square meters. In addition, the government has already reserved additional territory in the neighborhood - in case of expansion of the plant.

Daimler will invest in the construction of the Russian enterprise 20 times more than the minimum norm - 15 billion rubles (over $250 million at the current exchange rate). The number of personnel will be 1,000 people, not counting the alleged subcontractors and future suppliers, which, however, are not yet available. By the way, the co-founders of the newly created Mercedes-Benz Manufacturing Rus, which will own the future Russian plant, become joint venture Daimler KAMAZ Rus and KAMAZ itself (Mercedes-Benz trucks have been produced in Naberezhnye Chelny since 2010).
The capacity of the plant in Esipovo is not disclosed, but, according to previously announced unofficial data, it will be about 20-30 thousand cars a year. At the same time, the Daimler concern emphasizes that production will be very flexible. Components will begin to arrive from Europe and America: all logistics chains come to Germany, and from there the containers will be sent to the central warehouse in St. Petersburg. Although the ever-busy Leningradskoye Highway does not look like the best channel for supplying the plant.
The start of production is scheduled for 2019. Esipovo will start producing Mercedes E-class sedans, mid-size GLC crossovers, as well as full-size GLE and GLS SUVs (of the next generations). Last year, these four models found just about 20 thousand buyers. The Mercedes S-class, the favorite of Russian officials, is not planned to be produced in Russia. Actually, Russian-made cars will not be intended exclusively for public procurement: most of them will go on free sale.
Recall that Daimler was the last of the "big German three" to decide on the production of passenger models in Russia. Audi cars are assembled in Kaluga using the SKD screwdriver method, while BMWs are manufactured at Avtotor in Kaliningrad using the MKD small-knot technology. Moreover, localized cars of these brands are sold at big discounts and therefore are popular. The main question of how prices for Mercedes will change after the start of the Russian assembly remains unanswered.
The SoloFilms company has begun production of products on temporary premises in Tolyatti. A plant for the production of multilayer polyethylene films was opened on the territory of the parent company - SuperPrint LLC. Here he will work until the construction of a production building in the SEZ is completed.
In the existing premises, new equipment from Europe was installed and the production of packaging for dairy products, as well as for soil, began. The first shipment of goods was carried out on January 5, 2017. In more than a month, the enterprise produced about 40 tons of products from a multilayer polyethylene film.
The first consumer was one of the factories in Tver. Now the company is working to increase its customer base. It is assumed that at this stage the products will be supplied to the enterprises of the Samara region, as well as to nearby regions.
Note that production activities SoloFilms is running in parallel with the construction of the main building in the SEZ.
The construction of the resident's site began at the end of 2015. The founder of the company is the Togliatti enterprise "SuperPrint", which since 1995 has been manufacturing label and packaging products, occupying a leading position in the printing services market of the Samara region.
Primary oil refining unit launched in Kemerovo region
An oil refining complex was launched in Anzhero-Sudzhensk, the main tasks of which are aimed at increasing the depth of oil refining (at least 85%) and producing Euro-5 motor fuel.
UPN-800 was put into operation as part of the "anchor" investment project in the work on Anzhero-Sudzhensk, carried out by Kuzbass with the Fund for the Development of Monotowns. The project provides for the creation of an oil refinery of medium capacity. In 2015-2016, the volume of investments amounted to 4.5 billion rubles. The project creates 1,600 jobs in the single-industry town.
In the future, it is planned to form a joint oil refining complex on the basis of Severny Kuzbass LLC, Anzherskaya Oil and Gas Company LLC and the Yaya Oil Refinery. The list of construction objects at these enterprises has been determined. Primary oil refining will be located at the site of Severny Kuzbass LLC and Anzherskaya Oil and Gas Company LLC, and a vacuum unit, a gasoline hydrotreating unit, a catalytic reforming unit and an isomerization unit will be located at the Yaya Oil Refinery site.
In addition, in 2016, in Anzhero-Sudzhensk, under an agreement with the Fund for the Development of Monotowns, two water conduits with a diameter of 400 and 500 mm, an overhead power line, and the Mazutnaya substation were built and put into operation. The total cost of construction amounted to 1 billion 35 million rubles from the fund, regional and local budgets. New engineering communications will make it possible to remove infrastructure restrictions not only for the oil refining complex, but also for other planned and ongoing investment projects.
Feed mill launched in Tambov region
In the Rasskazovsky district of the Tambov region, a large feed mill was opened on the basis of a local pig-breeding complex. Investments in the construction and equipment of the plant amounted to 434 million rubles.
LLC "Rasskazovsky pig-breeding complex" is one of the largest pig-breeding enterprises in the Tambov region. The pig farm was built in the Rasskazovsky district by a Danish investor. In December last year, the highest result in the region in terms of the average daily weight gain of animals was recorded here.
Previously, the pig farm purchased feed from other producers. Over the past two years, the forage base was provided by processing grain at the mill available here.
The production capacity of the new feed mill exceeds the company's need for feed twice, which opens up the possibility of expanding the pig farm.
The grain dryer can process 40 tons of crops per hour for the subsequent storage of 960 tons of feed components in special silos. Bandwidth grain receiving area reaches 100 tons per hour.
“The new feed mill is capable of processing 12 tons of grain per hour,” says investor Nikolai Jepsen. - The whole production process is controlled by computer equipment. The capacity of the constructed granaries of the feed mill is 20,000 tons.”
The construction of a pig-breeding complex in the Rasskazovsky district began in 2010, the volume of investments amounted to about 1.8 billion rubles. The capacity of the enterprise is 4.8 thousand sows, which allows to fatten about 140 thousand heads per year. Revenue in 2015 amounted to 1.3 billion rubles.
Samara plant "Eurotechnika" opened a new production building
The construction of the new building of the enterprise was started in January last year. The total cost of the project is 148.8 million rubles. The goal of the project, implemented with the participation of the Industrial Development Fund, is to master the production of wide-cut seeders of the Citan and Condor type with the highest localization rates.
The start of serial production of seeders is scheduled for the third quarter of 2017. It is planned to produce at least 70 units of this equipment annually.
According to preliminary estimates, the modernization will increase production by 25% when working in one shift and by 50% when working in two shifts.
According to the regional government, this is already the 60th new production facility opened in the Samara region over the past 4.5 years.
JSC "Evrotekhnika" is a Russian agricultural machine-building enterprise with German investments for the production of technological complexes of machines for the cultivation of grains, oilseeds and potatoes using modern resource-saving technologies.
The range of production includes 60 types of machines, which successfully operates in 67 regions (62 regions of the Russian Federation, as well as Belarus, Kazakhstan, Kyrgyzstan, Ukraine and Germany). A number of machines for the European market are produced only at Eurotechnika JSC.
In 2016, the enterprise sold products worth 5 billion rubles, which is comparable to the largest Samara enterprises. Eurotechnika last year transferred about 250 million rubles of tax deductions to the regional budget.
According to the Ministry of Industry and Trade of the Russian Federation, last year, for the first time in decades, the share Russian technology was 54% (in 2015 this share was 24%).
A new high-performance paint line with equipment for washing and phosphating parts was installed with the funds allocated by the FRP, which will allow additional painting of 60,000 sq.m. in year. As part of the project, a new production building was built with a total area of 2200 sq.m. On this area there is an assembly site for DMC, Citan, Condor seeders, Catros disc harrows. Due to the appearance of a new production building, the warehouse of components and spare parts has been significantly expanded and modernized, and the production area for welding and assembly has been enlarged.
During 2016, the existing production facilities of Eurotechnika JSC were also significantly upgraded. In general, the total volume of investments of Eurotechnika JSC in own production in 2016, together with the FRP project, amounted to about 270 million rubles.
A new cheese factory opened in the Moscow Region
A new enterprise, Aldini LLC, for the production of elite cheeses, was opened in the village of Sobolevo, Orekhovo-Zuevsky District, Moscow Region. The total investment amounted to about 25 million rubles.
The enterprise in Sobolev is already ready for operation, in the near future cheeses will be produced here on Italian equipment in full compliance with the technology.
The organizers of the project, together with the Ministry of Agriculture and Food of the region, when creating the enterprise, aimed at creating a Russian analogue of the Italian cheese of the Gorgonzola variety, which is not inferior in quality, taste and is more affordable for the consumer.
The planned volume of milk processing at the first stage is 1,300 liters per shift. The maximum planned volume of milk processing is 3,300 liters of milk per shift. Working in 2 shifts will allow processing up to 6,500 liters of milk per day, which will ensure the output of 650-750 kg of finished products daily.
