3 Requirements for centers for the collective use of scientific equipment and unique scientific installations
4 Qualitative criteria of the CCU and UNU: - availability of normative acts of scientific and educational organizations (hereinafter referred to as basic organizations) regulating the activities of the CCU and UNU; - presence in the information and telecommunications network of the Internet of the site of the CCU and UNU and / or a section on the site of the base organization; - availability of certified measurement methods; - fulfillment of the established requirements for verification, calibration of the used equipment of the CCU; - availability of regulations for user access to the UNU and the equipment of the CCU.

9 The procedure for the functioning of centers for the collective use of scientific equipment and unique scientific installations
10 CCU groups a) federal CUCs that provide infrastructure support for programs and projects in the field of priority national fundamental and exploratory scientific research, as well as the solution of priority scientific tasks approved by the Presidium of the Council for Science and Education under the President of the Russian Federation (hereinafter priority scientific tasks). b) service CCUs specializing in the provision of services for the provision of equipment for scientific research and experimental developments for the benefit of interested users.

In order to ensure the functioning of the CCU/UNU, the base organization: - develops and approves the development program for the CCU/UNU; - develops and approves the procedure for access of interested users to the UNU and the equipment of the CCU, incl. for independent work; - finances the maintenance of the scientific equipment of the CCU and UNU in an amount sufficient for their effective use. 4. The CCU/UNU development program is approved in order to ensure a balanced development of the center/installation. Guidelines for the development of the CUC/UNU development program are approved by the Russian Ministry of Education and Science.

The base organization has the right to organize the activities of the CCU / UNU through the implementation of a research program formed on the basis of proposals from representatives of the base organization and external users, including through their competitive selection. Guidelines for the development and implementation of the CUC/UNU research program are approved by the Russian Ministry of Education and Science. In order to form the CUC/UNU research program, its adjustment, evaluation and control of implementation, coordination with the CUC/UNU development program, the CCU/UNU scientific council is created in the base organization. The Scientific Council of the CUC/UNU, which ensures the solution of problems at the federal level, is formed from representatives of user organizations on a collegiate basis and is approved by the ministry or agency in charge of the base organization.

The procedure for access of interested users to the UNU and the equipment of the CCU establishes procedures for receiving, selecting and fulfilling applications for work (provision of services) using the equipment of the CCU/UNU, incl. rules for reimbursement of expenses related to research. 7. Access of users to the equipment and services of the service CCU/UNU is carried out on the basis of applications 7.1. The base organization of the CCU/UNU maintains a register of registration of applications and places it on the website of the CCU/UNU Applications are considered by an authorized person of the CCU/UNU or collectively as they are received within a specified period of time from the date of registration of the application (no more than 5 working days). The Scientific Council of the CCU/UNU has the right to establish the procedure for accepting and considering applications, based on the specifics of the scientific tasks being solved and the frequency of preparing the work schedule on the relevant scientific equipment.
14 7.3. Based on the results of consideration of the application, a decision is made to carry out work (render services) or reject the application. The decision to reject the application must be motivated and brought to the attention of the applicant no later than 1 day from the date of such decision Acceptance, registration, processing, storage of applications, the results of their consideration and execution are carried out in in electronic format using automated systems that allow taking into account the temporary loading of equipment involved in the performance of work (rendering of services). 8. Information about the loading of the UNU and the equipment of the CCU is posted on their websites.

With an external user, the base organization concludes an agreement for the performance of work (rendering of services) using the equipment of the CCU, UNU, which, among other things, determines: - composition, terms and conditions for the performance of work (rendering of services); - the condition for the admission of representatives of an external user directly to work on the equipment of the CCU, UNU. 10. The procedure for fulfilling applications for work (rendering services) using the equipment of the CCU / UNU, incl. the procedure for compensating the expenses of the TsKP / UNU related to the fulfillment of requests from internal users is established by the base organization in accordance with the current internal rules. 11. Upon completion of the work (provision of services) using the equipment of the CCU, the representative of the base organization, the external user is issued an appropriate document confirming the fact of the work (report, test report, measurements, act of work performed).
