SPECIALIST IN MOBILIZATION PREPARATION OF THE ECONOMY

Job responsibilities. Organizes work on the implementation of measures for the mobilization preparation of the organization's economy in the interests of ensuring the protection of the state and meeting the needs of the country and the population in wartime. "Qualification characteristics of the positions of employees engaged in activities in the field of civil defense, protection of the population and territories from natural and man-made emergencies, ensuring fire safety, safety of people at water bodies and mining facilities in underground conditions"

I. General provisions

1. Section "Qualification characteristics of the positions of employees engaged in activities in the field of civil defense, protection of the population and territories from natural and man-made emergencies, ensuring fire safety, safety of people at water bodies and mining facilities in underground conditions" of the Unified qualification handbook positions of managers, specialists and employees (hereinafter referred to as the section) is intended to address issues related to the regulation labor relations and providing effective system management of employees engaged in activities in the field of civil defense, protection of the population and territories from natural and man-made emergencies, ensuring fire safety, safety of people at water bodies and mining facilities in underground conditions.

2. The section contains the qualification characteristics of the positions of employees of emergency rescue and search and rescue units, civil defense, units of the State Inspectorate for Small Vessels, the State Fire Service, paramilitary mountain rescue units (hereinafter referred to as employees of the EMERCOM of Russia).

3. The qualification characteristics included in the section (hereinafter referred to as the qualification characteristics) are intended to justify the rational division and organization of labor, the correct selection, placement and use of personnel, ensuring unity in determining the duties of employees of the EMERCOM of Russia and the qualification requirements for them.

4. Qualification characteristics are used as normative documents of direct action or serve as the basis for the development job descriptions containing a specific list of job responsibilities of employees of the Ministry of Emergency Situations of Russia, taking into account the peculiarities of the organization of production, labor and management. If necessary, the job responsibilities included in the qualification description of a certain position can be distributed among several performers.

When developing job descriptions, it is allowed to clarify the list of works that are characteristic of the corresponding position in specific organizational and technical conditions, and the requirements for special training of employees.

In order to improve the organization and increase the efficiency of the work of employees of the Ministry of Emergency Situations of Russia, it is possible to expand the range of their duties in comparison with the established corresponding qualification characteristics. In these cases, without changing the official name, the employee may be entrusted with the performance of duties stipulated by the qualification characteristics of other positions, similar in content to work, equal in complexity, the performance of which does not require a different specialty and qualification.

5. The qualification description of each position contains three sections: "Job Responsibilities", "Must Know" and "Qualification Requirements".

The section "Job Responsibilities" establishes the main labor functions that can be entrusted in whole or in part to the employee holding this position, taking into account the technological homogeneity and interconnectedness of work, allowing for optimal specialization of employees.

The "Must Know" section contains the basic requirements for the employee in relation to special knowledge, as well as knowledge of legislative and regulatory legal acts, regulations, instructions and other guidelines, methods and means that the employee must apply in the performance of official duties.

The "Qualification Requirements" section defines the level of professional training of the employee necessary to perform the prescribed job duties, and the requirements for work experience.

6. On the basis of the decision of the qualification (attestation) commission, qualification classes are assigned for certain positions of employees of the EMERCOM of Russia.

7. The qualification characteristics provide for intra-position qualification categorization within the same position without changing its name.

The categories of qualifications for the positions of employees of the EMERCOM of Russia contained in the section are established by the head of the relevant institution, taking into account the complexity of the work performed or professional excellence, the degree of independence and responsibility of the employee in the performance of official duties, attitude to work, efficiency and quality of work.

8. The section does not include the qualification characteristics of the positions of deputy heads. The duties of these employees, the requirements for their knowledge and qualifications are determined on the basis of the characteristics of the leaders of the respective basic positions.

9. Persons who do not have special training or work experience specified in the "Qualification Requirements" section, but who have sufficient practical experience and perform the duties assigned to them qualitatively and in full, on the recommendation attestation commission are appointed to the respective positions in the same way as persons with special training and work experience.

II. Qualification characteristics of the positions of employees of emergency rescue and search and rescue units

Leadership positions

Diving specialist (central airmobile rescue squad, regional search and rescue squad, search and rescue squad, maneuverable search group, rescue station)

Job responsibilities. Leads and organizes the work of the diving service in everyday conditions and in the conditions of occurrence and elimination of emergency situations in the waters. Carries out interaction within its competence with other units of the central airmobile rescue squad, regional search and rescue squad, search and rescue squad, maneuverable search group, rescue station involved in the activities of the diving service, to solve the tasks assigned to this service. Organizes the work of the diving qualification commission. Participates in the work of the diving medical commission. Exercises control over the acquisition of diving regular or non-staff units (stations) with diving and support personnel, diving equipment and property. Heads and organizes the work of experimental diving descents, diving descents in special conditions and diving operations in the elimination of emergency situations in water areas and flooded (submerged) objects. Conducts investigations of accidents and accidents with divers. Represents interests in other organizations on the activities of the diving service and the coordination of diving operations in the event of emergency situations in the waters. Involves, in accordance with the established procedure, individual specialists in the development of working materials on diving topics (instructions, regulations), the preparation of certificates, reviews and conclusions, as well as for consultations. Prohibits the use of faulty diving equipment and other technical means used in the production of diving operations. In case of revealing unsatisfactory knowledge of divers, he sends them for an extraordinary test of knowledge in diving to the relevant qualification commissions or puts before the leadership of search and rescue units the issue of releasing them from their positions in the prescribed manner. Suspends from diving descents and works of divers whose actions may contribute to the occurrence of an accident or endanger the health or life of people in the preparation, conduct of diving operations and the operation of diving equipment. Prohibits diving descents and work in cases where the requirements of the rules for labor protection in diving work are violated.

Qualification requirements. Higher professional (special) education, additional professional education in diving, work experience in the field of activity for at least 5 years.

Senior diving specialist - higher professional (special) education, additional education in diving with the assignment of the highest diving qualification "Diving Specialist" and work experience in the position of "Diving Specialist" for at least one year.

Head of Search and Rescue Unit

Job responsibilities. Manages the activities of the search and rescue unit, coordinates the activities of search and rescue teams in the mode of readiness and activities in emergency situations. Participates in the development of situational tasks and plans for rescue operations, in the physical, technical and special training of persons involved in rescue operations. Supervises rescue operations in an emergency. Carries out work to improve the technologies and methods for conducting rescue operations, the use of rescue tools and other rescue equipment in the performance of rescue operations, as well as the introduction of modern, safe methods of work, search and detection of victims. Organizes planning, accounting and reporting on the conduct of rescue operations. Ensures the technically correct operation of the equipment used, the rational conduct of rescue operations. Coordinates the work of search and rescue teams. Carries out the selection of personnel of rescuers and commanders of search and rescue groups and their placement. Evaluates the situation at the site (object) of emergency rescue operations. Informs rescuers about an emergency to organize work to eliminate it. Sets a zone to restrict access to unauthorized persons. Controls application necessary funds protection during work. Organizes professional training, conducts educational work of rescuers of the search and rescue unit. Presents proposals to the management on the promotion of distinguished rescuers.

Tqualification requirements. Higher professional (technical) education and work experience in senior positions in rescue teams or as a 2nd class rescuer for at least 7 years.

Head of the mobile search group

Job responsibilities. Supervises the activities of the maneuverable search group, diving operations and descents. Carries out activities to ensure the safety of people's lives on water bodies. Participates in anti-flood activities. Carries out explanatory work among the population on the prevention of accidents on the water. Supervises compliance by divers of the group and persons providing diving descents with the rules on labor protection during diving operations, the correct operation of vehicles, watercraft, equipment and diving equipment, the frequency of inspection of high pressure vessels. Performs diving equipment checks. Maintains diving documentation. Provides material and technical supply of the group, safety of equipment and property.

Qualification requirements. Higher vocational (technical) education without presenting requirements for work experience or secondary vocational (technical) education and additional vocational education according to the established program, work experience as a rescuer for at least 3 years.

Head of post (rescue)

Job responsibilities. Manages the activities of the post (rescue). He is on duty, carries out activities on water bodies to protect people's lives. Ensures the readiness of rescue sailors and rescue equipment to provide assistance to those in distress on the water. Participates in anti-flood activities. Carries out explanatory work among the population on the prevention of accidents on the water. Responsible for the safety of the equipment and property of the post (rescue), maintaining the established documentation. Conducts training of sailors-rescuers and lifeguards-rescuers in methods of rescuing those in distress on the water and providing them with first aid.

Must know: the Constitution of the Russian Federation; methodological and regulatory documents relating to the activities of the head of the post (rescue); techniques for rescuing people on the water and providing them with first aid; technical characteristics, rules for the use of rescue equipment; features of reservoirs; fundamentals of labor legislation; rules on labor protection and fire safety.

Qualification requirements. Secondary vocational education, additional vocational education according to the established program, work experience in the profession of a rescue sailor for at least 2 years.

Rescue station manager

Job responsibilities. Manages the activities of the rescue station and seasonal rescue posts. Carries out activities and monitors the safety of people's lives on water bodies. Carries out explanatory work among the population on the prevention of accidents on the water. Participates in anti-flood activities. Provides and controls the working conditions of the workers of the rescue station, compliance with the rules for operating vehicles, watercraft and equipment of the rescue station, maintaining the established documentation. Ensures the material and technical supply of the rescue station and seasonal rescue posts, is responsible for the safety of the equipment and property of the rescue station.

Must know: the Constitution of the Russian Federation; methodological and regulatory documents relating to the activities of the head of the rescue station; basics of diving; technical characteristics and mode of operation of vehicles, watercraft and equipment of the rescue station; modern methods of rendering assistance to those in distress on the water; fundamentals of labor legislation; rules on labor protection and fire safety.

Qualification requirements. Higher vocational (technical) education without presenting requirements for work experience or secondary vocational (technical) education and additional vocational education according to an established program without presenting requirements for work experience.

Head of the search and rescue team, search and rescue unit (central airmobile rescue team, regional search and rescue team, search and rescue team)

Job responsibilities. Manages the activities of the search and rescue team, search and rescue unit (central airmobile rescue team, regional search and rescue team, search and rescue team). Organizes the work and interaction of units of the search and rescue squad. Coordinates the activities of the search and rescue team to improve the methods and means of providing assistance to those in distress. Ensures the functioning of technical means for carrying out rescue and urgent work, delivering cargo and rescuers to the emergency zone. Participates in rescue and urgent work to assist people in an extreme situation, prevent material damage to those in distress through the introduction of new rescue equipment and equipment, modern rescue technologies, scientific organization of labor, specialized selection and training of rescuers, improvement of management in conditions emergency situations. Ensures the formation and implementation of tasks for search and rescue and emergency recovery operations. Organizes systematic professional physical, special, medical, psychological training of search and rescue team workers. Organizes medical and psychological rehabilitation of rescuers who took part in the rescue operations.

Qualification requirements. Higher professional education, at least 7 years of experience in senior positions in a search and rescue team, unit or as a first-class rescuer.

Head of the search and rescue service (central airmobile rescue squad, regional search and rescue squad, search and rescue squad)

Job responsibilities. Manages the activities of the search and rescue service, coordinates the activities of the search and rescue service in the mode of readiness and activities in emergency situations. Participates in the development of situational tasks and plans for the rescue work of workers involved in rescue operations. Supervises rescue operations in the emergency zone. Lifeguard Instructor

Job responsibilities. Conducts exercises, drills and other training activities for the training of rescuers. Participates in the preparation and conduct of educational and methodological sessions and meetings, in the introduction of advanced teaching methods into practice. Participates in the development of educational and methodological and reporting documents for the training of rescuers. Job responsibilities. Participates in the development, organization and implementation of measures to provide psychological assistance to various categories, social and age groups of the population. Operational duty officer (central airmobile rescue squad, regional search and rescue squad, search and rescue squad)

Job responsibilities. Carries out the reception and timely communication of signals (orders) in the event of accidents, catastrophes, natural disasters and other emergencies. Collects data from their areas of emergency situations, summarizes and analyzes, reports them to the leadership of the central airmobile rescue squad (regional search and rescue squad, search and rescue squad). Purpose of the course- to acquaint students with the legal support of mobilization training, as well as to study the procedure for managing mobilization training in peacetime and wartime.

The course program corresponds to the professional standard "Specialist in mobilization work". Based on this professional standard managers and specialists in mobilization training, registration and booking of citizens are required to regularly undergo training in order to improve their skills.

The advanced training course is conducted by CNTI Progress together with Peter the Great St. Petersburg Polytechnic University (license Federal Service on supervision in the field of education and science series 90L01 No. 0008982 registration No. 1949 dated February 19, 2016, indefinitely).

From the second day of the seminar, classes are held in specialized classrooms of the St. Petersburg Polytechnic University.
